About this opportunity

The Dallas Area Rapid Transit Authority (DART) is soliciting sealed offers for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to procure Moxa industrial Ethernet switches and associated accessories to support the agency's operational technology, transportation, facilities, and industrial network infrastructure needs. The solicitation (No. 2097807) encompasses 480 line items featuring various Moxa networking products, including entry-level unmanaged switches with 5 to 16 ports, industrial-grade unmanaged and managed switches, gigabit Ethernet switches, modular managed switches, power supplies, rack mounting kits, cooling fan modules, and SFP transceiver modules with diverse technical specifications and operating temperature ranges. The contract is designed to enable rapid procurement of standardized, industrial-grade networking components for new deployments, expansions, replacements, lifecycle refresh, and emergency repairs across transit, rail, bus, facilities, and other mission-critical environments without executing repetitive standalone procurements. Offerors must be authorized Moxa resellers or partners, with third-party pass-through sellers explicitly prohibited, and all products must be new condition only with full factory warranty listing DART as the owner. The contract term is two years from the Notice to Proceed with an optional three-month extension for a maximum duration of 27 months, and offerors must submit unit cost pricing for each line item with delivery required within 30 days of award to DART's headquarters at 1401 Pacific Avenue, Dallas, Texas 75202, Monday through Friday from 8 AM to 4 PM Dallas time, F.O.B. destination with the contractor bearing all shipping costs. Offers are due by 2:00 PM Central Time on April 1, 2026, through DART's electronic Sourcing Hub at https://dart.bonfirehub.com, with the firm offer period lasting 180 calendar days; offerors must submit one electronic PDF copy including all required exhibits and representations and certifications, business questionnaire, employee information reports, and small business goal statements, and a pre-bid conference is not scheduled but written questions must be submitted at least five working days before the submission deadline.

The contract includes a Small Business Enterprise (SBE) participation goal of 5 percent of the total contract price, requiring prime contractors to meet or exceed this goal or demonstrate documented good faith efforts toward achievement in accordance with 49 CFR Part 26.39. No incumbent contractors or existing infrastructure integration requirements are specified in the solicitation documents. The contract establishes a minimum guaranteed purchase of $50,000 and a maximum ceiling of $175,000 in goods and services, with DART reserving the right to issue orders by mail, telephone, electronic mail, or facsimile to be placed only by the Contracting Officer or designated representatives. Award will be made to the responsible bidder whose bid is most advantageous to DART considering price and other price-related factors, with DART reserving the right to reject any or all bids in part or in total, accept items or groups of items, and make awards for unit quantities less than those offered at the unit prices bid. All contractors must utilize the U.S. Department of Homeland Security's E-Verify system to verify employment eligibility for personnel performing work in Texas and any subcontractors performing work in the United States, and invoices may be submitted monthly to apinvoices@dart.org with payment due within 30 days of receipt of properly prepared invoices. Funds for performance beyond the current fiscal year are contingent upon the availability of appropriated funds, requiring written notice of fund availability from the Contracting Officer before work may proceed.
