About this file

This is a Good Faith Effort Letter Requirements document applicable to a Texas state and local Indefinite Delivery/Indefinite Quantity (IDIQ) contract for MOXA industrial Ethernet switches and associated accessories. The IDIQ contract establishes a qualified procurement vehicle to support the agency's operational technology, transportation, facilities, and industrial network infrastructure needs, enabling rapid procurement of standardized industrial-grade networking components for new deployments, expansions, replacements, lifecycle refresh, and emergency repairs across transit, rail, bus, facilities, and other mission-critical environments without executing repetitive standalone procurements.

The Good Faith Effort letter requirements establish mandatory formatting and content standards for contractors demonstrating compliance with diversity, minority, and women-owned business enterprise (D/M/WBE) subcontracting goals. Required elements include company letterhead, solicitation number and description, D/M/WBE subcontractor company names and commitment dollar amounts or percentages as indicated on Attachment 1 to Exhibit G (Intent to Perform), detailed and specific reasons if goals cannot be met, printed name and title of the authorized signatory, and the authorized signature. These requirements apply in circumstances where prime contractors meet partial but not complete subcontracting goals, necessitating documentation of both the subcontractor information and commitment levels.
