About this opportunity

The City of Idaho Springs is seeking a Construction Manager/General Contractor (CM/GC) for the renovation of a former Citywide Banks building into a new police station located at 1744 Miner St in Idaho Springs, Colorado. The project will utilize a two-step selection process involving prequalification submittals and oral interviews with cost proposals. A mandatory pre-submittal conference and site visit are scheduled for October 22, 2024, at 10:00 a.m., with prequalification submittals due on November 12, 2024, at 5:00 p.m. The selected CM/GC will be responsible for preconstruction services, developing a Guaranteed Maximum Price (GMP), and providing construction services for the 3,851-square-foot facility. Evaluation criteria will include project scope understanding, project team qualifications, safety record, firm experience, preconstruction and construction costs, firm capability, and innovative ideas, with a weighted scoring system of 70% qualifications and 30% fees. The project is expected to commence construction in May 2025 and be completed by March 2026, involving modifications to the existing building, including a vehicle sallyport, administrative areas, evidence processing, training room, offices, and support spaces.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The project has an available budget of $2,500,000 and will require the CM/GC to provide a Performance Bond and Payment Bond for the full contract price, with bonds remaining in effect for two years after Final Completion. The bonding capacity requirement is $5,000,000, and prevailing wage rates do not apply to this project. The CM/GC will be required to use an open-book accounting approach, with a contingency allowance as a separate line item in the GMP, and any unused contingency will revert to the owner at project completion. The renovation will transform the existing building using 2021 International Building Codes, incorporating sustainable design elements such as an emergency generator, solar panel provisions, air source heat pumps, and comprehensive security and technology infrastructure. The site will include 11 total parking stalls, with one ADA-compliant stall and additional street parking available.
