About this file
This document is a Request for Qualifications (RFQ) issued by the City of Idaho Springs for the Idaho Springs Police Station Construction Manager/General Contractor (CM/GC) project. The RFQ seeks a qualified CM/GC firm to assist with the renovation of the former Citywide Banks building located at 1744 Miner St into a new police station. The project will utilize a two-step selection process, with the first step being a prequalification submittal and the second step involving oral interviews and cost proposals. The mandatory pre-submittal conference and site visit are scheduled for October 22, 2024, at 10:00 a.m. Prequalification submittals are due on November 12, 2024, at 5:00 p.m., with anticipated construction start in May 2025 and completion by March 2026.
The project has an available budget of $2,500,000, and the selected CM/GC will be responsible for preconstruction services, developing a Guaranteed Maximum Price (GMP), and providing construction services. The evaluation will be based on various criteria including project scope understanding, project team qualifications, safety record, firm experience, preconstruction and construction costs, firm capability, and innovative ideas. The selection will be made using a weighted scoring system, with 70% of the evaluation based on qualifications and 30% on fees. The CM/GC will be required to provide an open-book accounting approach, with a contingency allowance that will be a separate line item in the GMP and any unused contingency will revert to the owner at project completion.

Idaho Springs Police Station CM/GC Request for Proposals
A. GENERAL INFORMATION
1. The City of Idaho Springs anticipates using a Construction Manager/General Contractor (CM/GC) approach to project delivery. A Guaranteed Maximum Price (GMP) and an updated project duration schedule will be established by the Architect and the Construction Manager/General Contractor in conjunction with the City of Idaho Springs. The CM/GC will evaluate, among other things, availability of materials and labor, project schedule, project costs as they relate to the established budget, constructability, and will work closely with the Architect and the City of Idaho Springs throughout the planning, design and construction phases of the project. Construction is estimated to commence in March of 2025.
2. The CM/GC Enhanced Schematic Design drawings are provided as ATTACHMENT A and are available for use in preparing proposals.
3. The process to be used in the selection of the CM/GC is comprised of two steps. STEP 1 is the Submittal of Prequalification as described in Section C. STEP 2 is the Oral Interview/Cost Proposal as described in detail in Sections J., K., and L. A Jury Panel of individuals involved in the project and/or understanding of the required services associated with CM/GC will evaluate responses to this RFQ for both steps.
Upon completion of the evaluation of the Submittals of Prequalification, a limited number of firms will be invited to the oral interviews. Sealed fee proposals will be required from only those firms who are interviewed as part of STEP 2 and are to be submitted as indicated in this RFQ. Both qualifications and cost will be considered in the final ranking of firms with qualifications given 70% of the value of the weighted criteria and fees for the Cost/Proposal given 30%.
The selection and award of this project will be based on a combination of qualifications and costs that represents the best overall value to the City.
4. The Owner intends to contract with the selected CM/GC firm to assist the Owner, Owner’s representative and Architect in finalizing the design, developing the Construction Documents, and the final Guaranteed Maximum Price (GMP). It is the intent of the Owner to award the Preconstruction Services to the selected CM/GC firm. The Construction Services will be awarded after the agreement on the final GMP.
The preliminary schedule is outlined in Table 1 in Section D.
