About this opportunity
The City of Philadelphia Procurement Department is requesting bids on ice machine equipment as a micro purchase, with bids due July 17, 2026. Award will be made as a whole or by line item—whichever serves the City's best interest—to the lowest responsible bidder who quotes all items. The contract ceiling is $41,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recent published value, rounded to the nearest $1,000.
Quotes must be submitted electronically through PHLContracts by the due date and must remain valid for 60 days from submission. All products must be delivered FOB Destination Point at quoted prices. Prices must be net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.
Vendors must submit a fully executed Consent and Authorization Agreement prior to bid closing to be deemed responsive and eligible for consideration. The agreement may be attached to the vendor's profile during registration or included with the first submitted quote. A Seller SOP Checklist is provided to guide completion of all required tabs in PHLContracts, including unit costs for each line item and acceptance of terms and conditions. Completion of an LGBTQ Applicant Opportunity Data Form is voluntary and does not affect bidding eligibility.
The successful seller must procure and maintain Workers' Compensation insurance at statutory limits and General Liability coverage with a $500,000 per occurrence combined single limit, naming the City as an additional insured. The seller must comply with all applicable laws, ethics requirements, and nondiscrimination provisions, including Philadelphia's business income and receipts tax, net profits tax, and city wage tax. Payment is contingent upon delivery and City approval, with invoices submitted by the awarded entity and payment made via electronic deposit. The contract automatically terminates 365 days from the Effective Date with no City obligation for products or services ordered after expiration.
