About this file
This document is a Seller SOP (Standard Operating Procedure) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform, applicable to an ice machine micro purchase opportunity in Pennsylvania. The checklist provides step-by-step guidance for vendors submitting quotes through the online bidding system. Sellers must complete all required tabs in the proper sequence, including entering unit costs for each line item, answering mandatory questions, and accepting terms and conditions. The procurement will be awarded as a whole or by individual line item, whichever serves the city's best interest, to the lowest responsible bidder. All items must be quoted by interested vendors to be eligible for award consideration, and no delivery or services should commence until official notification from the city department is received.
The checklist requires vendors to verify they are operating in the Seller role (not Seller Admin), confirm Local Business Entity (LBE) certification status if applicable, download and review all attachment requirements, and submit a fully executed Consent & Authorization form with their quote. Vendors are also encouraged to complete an optional LGBTQ Applicant Opportunity Data Form. All mandatory documentation and attachments must be submitted through the Attachments Tab, and vendors must address any red validation warnings before submitting their quote on the PHLContracts.phila.gov platform. No quote will be considered without the required Consent & Authorization form on file.
