About this opportunity
The Colorado Department of Corrections (CDOC) Warehouse is requesting quotes for ice cream, yogurt, and cottage cheese under solicitation DQ CAAA 2026000526, with quotes due June 29, 2026 by 4:00 PM via bidnetdirect.com//cdoc and written inquiries due June 24, 2026 by 4:00 PM.
Products must be Kosher-certified with approved symbols and meet USDA Grade Shield Standards. Cottage cheese must be delivered in five-pound, re-sealable plastic containers with minimum order quantity of 3,000 tubs. Yogurt must be six-ounce servings packaged twelve per case, produced from reduced-fat milk with 2% milkfat, containing live active cultures, and less than 12 grams of added sugar per serving, with minimum order quantity of 30,000 individual units. All pricing must be all-inclusive with no additional shipping, surcharges, or taxes borne by CDOC, and pricing shall remain firm throughout the contract term.
Standing orders require weekly or bi-weekly deliveries to six warehouse locations: Arkansas Valley Correctional Facility, Buena Vista Correctional Complex, Canon City Central Warehouse, Denver Women's Correctional Facility, Limon Correctional Facility, and Sterling Correctional Facility. Vendors must provide a minimum of three calendar days' written notice if unable to meet delivery schedules; failure to deliver on three separate occasions within the agreed timeframe may result in vendor disqualification from all future CDOC solicitations for three years or indefinitely.
The contract term runs July 1, 2026 through June 30, 2027. Price is the primary evaluation factor; other factors include sample quality and delivery lead time. Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to CDOC. Prior to purchase order execution, the awarded bidder must provide proof of good standing with the Colorado Secretary of State, an insurance certificate documenting required coverage (including Commercial General Liability with minimum $1,000,000 limits), and complete enhanced criminal background investigations, fingerprinting, and drug testing within 30 days of award notification. Bidders must complete and submit all Exhibits A through F, including statement of work, required vendor information, W-9 form, price quote, contract performance disclosure, and non-conflict of interest certification.
