About this file

This Statement of Work and Specifications document outlines a procurement by the Colorado Department of Corrections (CDOC) for ice cream, yogurt, cottage cheese, and sherbet products to be supplied to six warehouse locations across Colorado correctional facilities. The DQ 2026000526 solicitation seeks itemized bids for these frozen and dairy products with specific brand, product number, unit cost, and extended cost information provided on the accompanying price quote form (Exhibit D). All products must be Kosher-certified with applicable symbols, properly labeled, date-coded, and meet current USDA Grade Shield Standards. The contract award period runs from July 1, 2026, through June 30, 2027, with standing orders for weekly or bi-weekly deliveries to Arkansas Valley Correctional Facility, Buena Vista Correctional Complex, Canon City Central Warehouse, Denver Women's Correctional Facility, Limon Correctional Facility, and Sterling Correctional Facility. Awarded vendors must provide a minimum of three calendar days' written notice if unable to meet delivery schedules, and failure to deliver on three separate occasions within the agreed timeframe may result in vendor disqualification from all future CDOC solicitations for three years or indefinitely.

Pricing for all goods must be all-inclusive with no additional shipping, surcharges, or taxes to be paid by CDOC, and all pricing shall remain firm throughout the contract term. Product brands and nutritional specifications require pre-award approval by CDOC authorized staff, with samples potentially required at the vendor's sole expense and non-returnable. Invoices must be submitted monthly by the 15th to the designated email address. Bidders must complete and return all exhibits (A through F) with their quote and provide responses to vendor questions regarding company background, years in business, employee count, Colorado Secretary of State registration status, compliance with accessibility requirements, agreement with Purchase Order terms and conditions, Service-Disabled Veteran-Owned Small Business (SDVOSB) certification if applicable, any defaults or contract terminations within the last five years, litigation history with the State of Colorado, tax payment status, and subcontractor usage. Incomplete orders will be retained for future reference and may negatively influence evaluation of future bids.
