About this opportunity
The City of Philadelphia is soliciting quotes for IBM TS3500 Tape Library Service repair and inspection under a micro purchase, with quotes due October 23, 2026. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. No set-aside or preference program applies; however, submission of a voluntary LGBTQ Applicant Data Form is available.
The scope requires complete accessor inspection of the TS3500 (3584) unit, including evaluation of Accessor A, B, or both; grippers; PDC card; X and Y axis motors, belts, and pinions; Y axis cable; axis bumpers; top guide rollers; Y mast bolts; and tape drive bezels. The contractor must replace any defective components identified during inspection and perform universal gripper inspection with replacement as needed. All work is performed on-site at 1234 Market Street, 15th Floor, Philadelphia, Pennsylvania. The City is currently migrating data from the TS3500 to the IBM TS7700 virtual tape library; a hardware failure (accessor critical error 48A0 no motion allowed, 4891 Cartridge present sensor) has halted progress.
The contract is subject to the City's Micro Purchase Terms and Conditions, including a micro purchase dollar limit of less than $45,000 (adjusted annually by CPI-U percentage increase from January 1, 2020, rounded to the nearest thousand). The contract term is 365 days from the effective date. Sellers must quote all items to be eligible for award and must not deliver or provide services until notified by the department. All quotes and prices are valid for 60 days from submission. Delivery is FOB Destination Point at quoted prices, exclusive of sales or excise taxes. Successful sellers must register for Philadelphia business taxes and comply with nondiscrimination, ethics, and conflict-of-interest requirements. Minimum insurance coverage includes Workers' Compensation at statutory limits, General Liability of $500,000 per occurrence, and Automobile Liability of $300,000 per occurrence, with the City named as additional insured. Quotes must be submitted electronically through PHLContracts with an executed Consent and Authorization Agreement.
