About this file
This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist applies to a micro purchase for IBM TS3500 Tape Library Service in Pennsylvania. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items listed to be eligible for award, and no delivery or services should commence until official notification from the department.
The checklist outlines a multi-step submission process requiring sellers to complete eight key steps across multiple tabs in the PHLContracts system: confirm seller role status, indicate Local Business Entity (LBE) certification status, enter unit costs for each item, answer mandatory questions, download and review terms and conditions, complete required attachments, and submit the quote through the platform. Critical submission requirements include providing an executed Consent & Authorization form in the vendor profile, attaching any supporting documentation related to the quote, and optionally submitting an LGBTQ Applicant Opportunity Data Form. Sellers must address all red validation warnings before submission and click "Save & Continue" on every tab to avoid losing work. The Local Business Entity Program does not apply to small order purchases despite the required question, and the award will be made based on lowest responsive and responsible bidding criteria.
