The Maryland Department of Labor is requesting proposals for the upgrade of its AS400 system from IBM Power9 to IBM Power10 infrastructure under Purchase Order Request for Proposals P00P6600738, restricted to certified Small Business Reserve (SBR) vendors and limited to current Master Contractors under the Hardware and Associated Equipment and Services 2012 contract (060B2490022), with proposals due February 3, 2026 at 12:00 p.m. EST and written questions closing January 28, 2026 at 12:00 p.m. EDT.
The scope comprises procurement of one IBM Power System S1014 server with delivery by February 28, 2026; installation and migration services with a start date of March 15, 2026; three years of hardware and software maintenance warranty; migration of a Test Guest Partition from the existing Power9 system; ongoing LaserVault ViTL backup services; and secure decommissioning and data removal of the legacy IBM Power System S914 (model 9009-41G, serial number 78ea9c0). Bidders must be authorized IBM resellers and provide a Letter of Authorization from the manufacturer or distributor, along with screenshots of Manufacturer's Suggested Retail Price (MSRP). All equipment must be new and unused with estimated ship dates and lead times provided.
Amendment #2 (January 28, 2026) clarifies that IBM feature codes and descriptions changed effective January 14, 2026, requiring bidders to update configuration spreadsheets to reflect current IBM product offerings while noting obsolete feature codes. Amendment #1 (January 23, 2026) confirmed the requirement to migrate the Test Guest Partition and retain LaserVault ViTL support, and corrected Line Item #4 shipping charges to apply to the Power10 S1014 model (9105-41B).
Evaluation criteria are ranked by conformance of specifications, cost, and conformance to the Statement of Work. Pricing must remain valid for at least 90 days following the due date. Invoices must comply with COMAR 21.06.09.01 and .02 and be submitted to Dllr.accountspayable@Maryland.gov. No restocking fees are permitted for items returned due to damage or incorrect shipment. Proposals must be password-protected and submitted electronically through eMaryland Marketplace Advantage (eMMA) or email to Wennetta Bynum at 410-767-2826.
