About this file
This is Amendment #2 to a solicitation for the Maryland Department of Labor's IBM Power System upgrade project (Solicitation #P00P6600738, BPM054957). The amendment, dated January 28, 2026, addresses questions and answers regarding the procurement for upgrading the AS400 system from IBM Power9 to IBM Power10 infrastructure. The Department of Labor has confirmed its willingness to consider alternative configurations or solutions beyond the standard S1014 configuration response to address disk capacity concerns raised by potential bidders.
The amendment clarifies that IBM implemented software configuration feature code and description changes as of January 14, 2026, rendering the previously provided spreadsheet configuration no longer valid. The Department of Labor has accepted the necessary modifications and provided guidance for updating the specification documentation. Bidders are instructed to modify the spreadsheet to conform to IBM's new feature code and description list while retaining and highlighting original feature codes with notation that they are "No Longer Valid," and to add and highlight new line item feature codes, descriptions, and corresponding pricing to reflect the current IBM product offerings.
