About this opportunity

The City of Phoenix Public Works Department is requesting sealed offers for hydraulic hose repair and replacement services on an as-needed basis under IFB 27-FSD-0353, with offers due August 13, 2026 at 11:00 a.m. A Small Business Participation Plan is in effect; the source does not specify a numerical DBE goal or set-aside percentage.

The scope covers mobile on-site repair and replacement of hydraulic hoses, paint hoses, fittings, and associated hardware for the City's medium-duty, heavy-duty, and construction equipment fleet. Service will be provided primarily between 3:00 p.m. and 5:00 a.m., Monday through Friday, at multiple City service centers including locations on 22nd Avenue, Glenrosa Avenue, Okemah Street, Salt River Avenue, Union Hills Drive, and aviation facilities at Buckeye Road, Deer Valley Airport, and Goodyear Airport. The contractor must respond to service calls within two hours, maintain specified safety stock of common hydraulic hose components and fittings, and provide all work compliant with Original Equipment Manufacturer specifications. Labor is billed in quarter-hour increments for actual repair time, excluding travel and standby; premium rates apply for emergency and after-hours service. A 90-day warranty on materials and workmanship is required, with warranty repairs completed within 24 hours at no cost to the City.

The initial contract term is three years commencing on or about November 1, 2026, with two one-year renewal options available at the City's sole discretion, for a potential five-year aggregate term. All prices must be firm and fixed for the initial contract year; subsequent annual price increases require written request with 60 days' notice and supporting documentation. The contractor must carry specified insurance coverage, undergo background screening, and provide detailed work records. Payment is due within 48 hours of service completion via invoice.

A non-mandatory pre-offer conference is scheduled for July 30, 2026. Written inquiries are due August 6, 2026. Supplemental terms and conditions apply to work at Phoenix aviation facilities, including FAA compliance, E-Verify employment verification, written heat safety plans, and FAA Form 7460-1 approval for any structural modifications.
