About this opportunity

Muscogee County School District in Columbus, Georgia is requesting proposals for a Construction Manager at Risk (CM) to oversee HVAC replacement at Baker and Fort Middle Schools, with proposals due July 2, 2026 at 2 p.m. and a mandatory pre-proposal conference on June 10, 2026 at 11 a.m. Failure to attend the conference results in proposal rejection.

The scope encompasses cost estimating, constructability analysis, scheduling, phasing, and value engineering across all typical construction trades — mechanical, electrical, plumbing, demolition, painting, floor covering, finishes, ADA compliance, and local ordinance compliance at both campuses. The CM will serve as contractor and construction manager under the AIA A133-2019 Standard Form of Agreement with payment based on cost of work plus fee and a guaranteed maximum price. Substantial completion is required before July 15, 2027.

Evaluation criteria are weighted as follows: Stability of CM (20%), Relevant Experience and Qualifications of CM (20%), Past Performance of CM (20%), Quality of Proposed Management Plan (15%), and Fee of CM (25%). The CM's fee for overhead and profit is stated as a percentage of total construction costs, with all estimating and pre-construction service costs included in the fee.

Proposers must submit one original and six identical copies in a loose-leaf binder with tabs. Required deliverables include an itemized estimate of general requirements using Schedule A, the AIA A305 Contractor's Qualification Statement, proof of 100% performance and payment bonds, evidence of insurability, and executed non-collusion and federal work authorization affidavits. Required insurance includes workers compensation (statutory), general liability ($1 million), automobile liability ($1 million), excess liability umbrella ($5 million), and builder's risk for 100% of contract amount, with the School District named as additional insured and loss payee. Proposals remain valid for 45 days after opening. Award is anticipated within 45 days of proposal opening.
