Orange County, Florida, through its Utilities Department, is soliciting sealed bids for HVAC Maintenance and Repairs for Orange County Utilities Sites (Y26-116), with responses due electronically via the OpenGov e-Procurement Platform by 4:00 p.m. EST on Tuesday, May 19, 2026. The procurement encompasses preventative maintenance, repairs, filter changes, installations, replacements, testing, inspections, and emergency repair services across multiple county utility facilities including eight major water reclamation facilities, water treatment plants, solid waste facilities, pump stations, and administrative buildings. The contractor must provide all materials, labor, supervision, supplies, and equipment necessary to maintain heating, ventilation, and air conditioning equipment at approximately 95 numbered locations across the Orange County service area, with quarterly preventative maintenance and filter change services (four times per calendar year) and 24/7/365 emergency repair availability with response times ranging from 15 minutes (phone) to 2 hours (on-site) for emergencies and 30 minutes to 24 hours for routine repairs. Required qualifications include holding a valid Florida State Air-Conditioning Contractor License (Certified Class A, Certified Class B, or Registered status) with all technicians maintaining EPA Section 608 Universal Technician Certification, passing Level I background checks and five-panel drug screens within ten business days of County request, and complying with OSHA, NIOSH, NFPA, ASHRAE, ANSI, and NEMA standards. Contractors must submit detailed written estimates within 48 hours of repair notification, itemizing labor hours, materials costs, and completion timelines subject to County approval before work commences, and submit comprehensive Quality Control Plans with bid responses for finalization at a post-award conference. The deadline for submitting questions regarding the solicitation is Tuesday, April 21, 2026, at 5:00 p.m. EST through the OpenGov question and answer module, and all electronic submissions must be made through the designated platform with no alternative submission methods permitted.

Service Disabled Veteran Business Enterprises are eligible for preference margins ranging from 3 to 8 percent depending on bid amount, though no mandatory set-asides or restrictions limiting response to specific business types are specified. No incumbent contractor information is identified in the solicitation documents. The contractor will be responsible for all costs including background investigations, drug screening, personal protective equipment, parking fees, vehicle damage on County property, facility damage repair caused by services, filter disposal, and EPA-compliant refrigerant disposal, with the County exempt from sales taxes but contractors required to pay applicable taxes on materials. Pricing shall be submitted as hourly labor rates and itemized material, parts, and equipment costs on an all-or-none basis covering forty-two line items with estimated quantities ranging from five to 60 service visits over the five-year contract term, plus on-call repair hours and at-cost reimbursement for parts, equipment, and subcontractor services with a total estimated value of approximately $1.8 million. The contract term is five years from the effective date of execution, with a one-year price escalation freeze followed by annual adjustments based on the Consumer Price Index (CPI-U) not exceeding 4 percent without Manager approval. Award will be made to the lowest responsive and responsible bidder, with the County reserving the right to make multiple awards; standard insurance requirements, performance bonds, and compliance certifications are required, and contractors must commit to providing emergency and disaster response services on a first-priority basis at contractual rates.
