A Historically Underutilized Business (HUB) Subcontracting Plan with a 32.9% VetHUB utilization goal is mandatory; responses without a completed plan will be rejected as non-responsive.

The scope encompasses routine preventive maintenance, emergency repairs, and inspections for approximately 200 commercial HVAC units and 120 datacenter HVAC units distributed across 89 Region 3 locations spanning multiple counties including Dallas, Tarrant, Denton, and Collin. Mandatory quarterly maintenance occurs at three primary sites: 2700 Ben Avenue in Fort Worth (11 units), 1205 E. Sam Rayburn in Bonham (8 units), and 1301 S. Bowen Road in Fort Worth (2 units). Bidders must submit hourly rates for standard technician services (estimated 100 hours annually), overtime (estimated 30 hours annually), and emergency/holiday rates (estimated 30 hours annually), plus a materials/parts markup not to exceed 20 percent on an estimated $25,000 annual parts budget.

Bidders must document a minimum of three years of relevant HVAC experience, hold appropriate Texas Department of Licensing and Regulation certifications, provide three verifiable references, and maintain comprehensive insurance including workers' compensation ($1,000,000 limits), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000). Response times are four hours for non-emergency calls and one hour for emergency calls, Monday through Friday, 8 a.m. to 5 p.m. Central Time.

The initial contract term runs September 1, 2026 through August 31, 2027, with two optional 12-month renewals and one potential one-year extension. Questions are due June 22, 2026. Award will be made on best value to the State based on requirement compliance, ability to perform, and pricing.
