About this opportunity

Hillsborough County Board of County Commissioners is seeking competitive quotes from training providers to deliver four instructor-led human trafficking awareness and response training classes for County staff over two consecutive days, with quotes due September 9, 2026 at 2:00 p.m. Eastern Time under ITQ-26-00371 (extended from the original August 26 deadline by Addendum No. 1 and further extended by Addendum No. 2).

The scope requires instruction on identifying indicators of labor and sex trafficking, other forms of exploitation, legal responsibilities, victim-centered and trauma-informed documentation and reporting procedures, and at least one survivor-led presentation. Instructors must demonstrate expertise in human trafficking awareness and response. Training is targeted at County staff whose duties involve direct contact with residents, businesses, and properties. Class size is determined by the County based on venue capacity and department scheduling needs, with pricing submitted on a per-class fee basis.

The estimated contract value is $20,000.00. Service delivery must occur no later than 60 days after receipt of a Purchase Order and no later than September 18, 2026 (per Addendum No. 1). Award will be made to the lowest responsive and responsible bidder meeting all specifications, with a single bidder selected for all line items. Quotes must remain valid for at least 90 days after the close date.

The County is tax-exempt; state sales and federal excise taxes should not be included in bid pricing. Contractors must comply with E-Verify requirements, maintain a legally authorized workforce, and carry Commercial General Liability ($1 million per occurrence / $1 million aggregate), Automobile Liability ($300,000–$1 million combined single limit), Professional Liability ($1 million per claim), and Workers' Compensation as required by Florida Statute, with Hillsborough County named as Additional Insured. Contractors must complete and submit a Drug-Free Workplace Certification Form, a Substitute W-9 Form, and a Certificate of Liability Insurance before services commence. Payment will be made within 45 days after invoice submission via electronic ACH transfer (direct deposit). Fourteen bidders responded; preliminary bid tabulation was revised September 18, 2026, with unit prices ranging from $1,500.00 to $5,000.00 per class.
