About this opportunity
Montgomery County, Pennsylvania, through its Office of Information Technology Solutions, is procuring a comprehensive Human Capital Management (HCM) platform and implementation services to consolidate and modernize its HR operations across approximately 3,000 employees. The procurement encompasses core HR, payroll, time and attendance, benefits administration, talent acquisition, onboarding/offboarding, performance management, compensation, learning management, succession planning, employee and manager self-service, HR case management, reporting and analytics, compliance and audit functions, identity and access management, and system integrations. Deliverables include the HCM software platform with specified modules priced on a per-employee-per-month basis, comprehensive implementation services structured as time-and-materials engagements covering project management, configuration, integrations, data migration, testing, training and change management, and go-live support, with implementation milestones tied to contract execution, configuration completion, go-live, and hypercare exit. The County released the RFP on February 6, 2026, with vendor questions due by February 20, 2026, written answers published February 27, 2026, and proposals due March 13, 2026 at 10:00 AM EST. Finalists will be notified March 27, 2026, with demonstrations and deep-dive workshops scheduled March 30 through April 3, 2026, and selection announced April 9, 2026. Evaluation criteria weight functional fit at 30 percent, implementation approach and references at 20 percent, total cost of ownership at 20 percent, security/privacy/compliance at 15 percent, integration and technical fit at 10 percent, and UX/accessibility/mobile at 5 percent. Required qualifications include SOC 2 Type II and ISO 27001 certifications, WCAG 2.2 accessibility compliance, support for SAML/OIDC single sign-on and SCIM provisioning, three references from similar-size organizations preferably in the public sector with implementations completed within the past five years, and demonstrated capability across all specified functional domains with must-have requirements including position management with budgeting, mobile self-service, multi-state payroll processing, complex time and attendance features, benefits administration with EDI 834 integration, structured recruiting with assessments, I-9 and E-Verify integration, performance management with cascading goals, merit and bonus planning, and EEO-1 and ACA compliance reporting.
The procurement does not identify set-asides for disadvantaged enterprises, though the County requires bidders to complete a Local, Small, and Diverse Business Concern Certification indicating whether they qualify as local, small, or diverse businesses, with diverse vendors required to provide third-party certification documentation and identify applicable minority group classifications. The County currently operates legacy systems including NeoGov, TBX Employee Benefits, Microsoft Dynamics, SAP Concur, and ADP that will be consolidated through the new HCM platform; the selected solution must integrate with existing Azure AD/Entra ID, Microsoft 365, and Infor ERP infrastructure. No incumbent vendors are identified in the procurement documents. The County has allocated a budget of up to $4.46 million over Fiscal Years 2026 and 2027 for software licensing and implementation services, with the cost proposal requiring two scenarios: one with time-keeping and payroll modules included and one excluding these modules. Commercial terms include a 36-month price hold from the effective date with annual increases limited to the lesser of 3 percent or CPI-U, 99.9 percent monthly uptime service level agreements with service credits for non-compliance, and complete data export upon termination. The contract term and renewal options will be negotiated following award, with a target system go-live date of Q1 2027.
