About this opportunity

The California High-Speed Rail Authority is soliciting proposals under RFP HSR26-81 to on-ramp additional firms into its existing Multiple Award Task Order Contract (MATOC) for repair and minor construction, with proposals due December 16, 2026 at 5 p.m. Pacific Time. The RFP seeks large businesses alongside Small Business (SB), Small Business for the Purpose of Public Works (SB-PW), Disadvantaged Business Enterprise (DBE), and Disabled Veteran Business Enterprise (DVBE) firms. It sets a 25 percent SB utilization goal, inclusive of a 3 percent microbusiness carve-out on state-funded work, and a separate 3 percent DVBE goal applied to total contract value.

Work includes construction, design-build, design-bid-build, repairs, utility relocations, site work, landscaping, demolition, and remediation along the 171-mile Merced to Bakersfield segment in Merced, Madera, Fresno, Tulare, Kings, and Kern counties. Awards go to two pools, Small Business and Utility, and work is ordered through individual task orders. Proposers must show prime construction experience from the last five years, hold a California Contractors State License Board certification, register with the Department of Industrial Relations, and furnish bid bonds. Awardees must provide performance and payment bonds, hold 10-hour worker and 30-hour supervisor OSHA certifications, and comply with Community Benefits Agreement requirements. Task orders may carry Buy America and Davis-Bacon obligations. Contractors must participate in good faith in at least 75 percent of issued Task Order Proposal Requests or face off-ramping. Proposals must include thirteen certifications and be printed single-sided, and omissions may render a proposal non-responsive.

The initial contract value is zero dollars, with funding set at the task order level. Each task order has a not-to-exceed value of $20 million, and the average task order is estimated at approximately $2 million. The five-year ordering period runs under contracts that extend no later than April 16, 2031. Contracts are non-exclusive with no guaranteed minimum work.

Evaluation proceeds in two phases. Phase I assesses technical acceptability, experience, and past performance. Phase II evaluates the technical approach and price of seed projects. The Authority applies a best value tradeoff in which non-price factors are significantly more important than price, though individual task orders may use lowest price technically acceptable criteria.

Key dates include a Shaw Avenue site visit on October 29, 2026 at 10 a.m. Pacific Time, a virtual pre-proposal conference on November 3, 2026 at 10 a.m. Pacific Time, and a virtual M2M PG&E Electrical ED-02/03 site visit on November 10, 2026 at 10 a.m. Pacific Time, with sign-up due November 9 at 5 p.m. Pacific Time. Proposer inquiries are due November 17, 2026 at 5 p.m. Pacific Time, Addendum 1 is scheduled for November 30, 2026, and Notice of Proposed Awards is anticipated in January 2027.
