Summary of HSR26-81 Attachment D - Merced to Madera PG&E Electric Design

This file is a technical design document and exhibit prepared by Stantec Consulting Services, Inc., for the California High-Speed Rail Authority (CAHSR) and PG&E, detailing the scope of work for the Merced to Madera (M2M) PG&E Electric Design project (ED-02, PM 35607104). The project involves the relocation and construction of PG&E distribution and service lines along Avenue 20 to ensure proper clearance and compliance with PG&E standards (GO-95, GO-176). Key work components include mobilization and pre-construction activities, existing line removal and preparation, foundation and structure installation, pole and conductor installation, line transition and splicing, structural and circuit testing, site restoration and demobilization, and final documentation and closeout. The document specifies critical safety protocols, coordination requirements with PG&E and other stakeholders, and comprehensive submittals including project schedules, safety plans, environmental permits, and quality assurance procedures. The virtual site visit for M2M PG&E Electrical ED-02/03 is scheduled for Tuesday, November 10, 2026, at 10:00 a.m. Pacific Time, with sign-up deadline on November 9, 2026, at 5:00 p.m. Pacific Time. Proposals for the broader HSR26-81 MATOC on-ramp solicitation are due Wednesday, December 16, 2026, at 5:00 p.m. Pacific Time, with Notice of Proposed Award(s) expected in January 2027.

The work will be performed within the counties of Merced, Madera, Fresno, Tulare, Kings, and Kern as part of the Authority's MATOC contracting vehicle. The RFP seeks responses from large businesses as well as qualified Small Business (SB), Small Business for the Purpose of Public Works (SB-PW), Disadvantaged Business Enterprise (DBE), and Disabled Veteran Business Enterprise (DVBE) entities. The document includes a Report of Investigation (ROI) exhibit showing existing and proposed PG&E property rights, easements, and utility coordination requirements. All work must comply with PG&E requirements and HSR standards, with particular emphasis on safety near at-grade HSR tracks and proper subsurface utility identification before excavation activities commence.

Overview:

This project involves the relocation and construction of PG&E distribution and service lines along Avenue 20 to ensure proper clearance and compliance with PG&E standards (GO-95, GO-176). The work encompasses the installation of new distribution and service structures, undergrounding existing overhead lines, removal and re-stranding of existing lines and pole work, and coordination with existing utilities and roadway modifications. The scope covers all necessary civil, electrical, and structural work to facilitate the safe and compliant realignment of PG&E facilities within the designated corridor.

1. Mobilization and Pre-Construction Activities

• Conduct a pre-construction meeting with PG&E and other stakeholders to review safety protocols, staging, utility coordination, and traffic management.

• Submit all required pre-construction submittals including project schedule, safety plan, environmental permits, material data sheets, and QA/QC procedures.

• Review existing utility and structural data, verify field conditions, and confirm excavation, foundation, and pole requirements.

• Mobilize equipment, personnel, and materials to the project site, including cranes, drilling rigs, and safety barriers.

• Provide all required Traffic Control, Closures and Flagging as required including plan preparations and approval by local jurisdictions

• Procure required encroachment permits/ license.

2. Existing Line Removal and Preparation

• Identify and isolate existing distribution and service lines for safe removal, including disconnecting and grounding conductors.

• Remove existing poles, insulators, hardware, and associated equipment in accordance with safety standards.

• Demolish existing wood poles at designated locations.

• Remove and dispose of debris and old infrastructure in compliance with environmental regulations.

• All work shall be performed in accordance with the Contract Specifications and PG&E requirements

• Track removed PG&E poles and send Hazmat documentation to PG&E according to PG&E standards.

• Maintain and protect all existing utilities.

3. Foundation and Structure Installation

• Excavate and install required conduit and casings per PG&E and HSR DCM standards.

• Ensure all underground infrastructure is at sufficient depth so all future work and final grades meet PG&E requirements.

4. Pole and Conductor Installation

• Erect new overhead distribution poles

• Install conductors

• String conductors on new structures, re-strand existing lines where applicable, and transition lines as specified.

• Transition existing circuits onto new structures, including re-stranding and splicing as needed.

5. Line Transition and Splicing

• Perform conductor splicing, tensioning, and testing to ensure line integrity.

• Remove and re-strand circuits on existing poles where necessary, and secure all hardware.

• Transition circuits from old to new structures, verifying clearances and proper tension.

6. Structural and Circuit Testing

• Conduct line clearances, insulation testing, and operational checks in accordance with PG&E procedures.

• Verify clearances to PG&E standards, HSR standards, and safety protocols, including clearance over the HSR and roadway.

7. Site Restoration and Demobilization

• Restore disturbed areas, including pavement, landscaping, and access roads.

• Remove construction equipment, temporary facilities, and debris from the site.

• Conduct final inspections, documentation, and obtain approvals from PG&E and project stakeholders.

8. Final Documentation and Closeout

• Submit as-built drawings, test reports, warranties, and certifications for all installed structures and conductors.

• Provide operation and maintenance manuals for new equipment.

• Ensure all project documentation complies with PG&E and regulatory requirements.

Note: All work shall be performed in accordance with PG&E standards (GO-95, GO-176), safety protocols, and project-specific drawings and specifications.
