About this opportunity
The Louisville Metro Government's Human Resources Department is issuing Request for Proposal (RFP) 260200 for HR Health & Safety Lab Services, seeking accredited laboratories capable of testing asbestos, lead, and fungal samples from various matrices including air cassettes, bulk samples, paint chips, wipe samples, soil samples, and spore traps. The procurement requires laboratories to maintain current accreditations from NVLAP (National Voluntary Laboratory Accreditation Program), NLLAP (National Lead Laboratory Accreditation Program), AIHA (American Industrial Hygiene Association), and/or A2LA (ANSI-ASQ National Accreditation Board) as applicable, with all accreditations kept current and equipment properly calibrated and verifiable upon request. Laboratories must provide pricing for multiple service options including 24-hour and 3-day turnaround analysis for asbestos testing using Transmission Electron Microscopy (TEM) and Polarized Light Microscopy (PCM), asbestos bulk sample analysis, lead air cassette analysis, lead paint chip analysis, lead wipe sample analysis, lead soil analysis, and fungal analysis with AIHA EMPAT certification. The question-and-answer period runs from March 25, 2026 at 3:00 PM EDT through April 1, 2026 at 3:00 PM EDT, with sealed proposals due April 8, 2026 at 3:00 PM EDT through the Louisville Bonfire portal. The contract will operate on a price contract basis with no minimum purchase obligation, renewable annually for up to five years from the original award date, with pricing firm for six months following the proposal closing date.
The procurement includes several preference categories: a 5% price reduction for local vendors established in the Louisville Metropolitan Statistical Area for at least 12 consecutive months, a 5% price reduction for businesses certifying minimum wage payments of at least $10.10 per hour, and Kentucky statutory preferences for correctional industries products, qualified nonprofit bidders, and resident bidders from states offering reciprocal preferences. All bidders must comply with Louisville Metro Codified Ordinance Section 112.30 (ban-the-box certification), complete comprehensive Good Faith Efforts (GFE) documentation demonstrating outreach to Minority-Owned, Female-Owned, and Hispanic-Owned Business Enterprises with established goals of 15% Minority Business Enterprise (MBE), 5% Emerging Business Enterprise (FBE), and 0.5% Historically Black Business Enterprise (HBE) participation, and submit required documentation including signed W-9 forms (dated within six months), vendor information forms, LMCO ban-the-box certification, preference forms, company overview, written procedures and specifications, qualifications, and completed fee schedule bid tables. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance at statutory limits, and professional liability insurance of $1,000,000 per claim with $2,000,000 aggregate. The procurement documentation does not specify an incumbent vendor or explicit budget range; however, the contract structure allows for multiple contract years with firm pricing requirements, suggesting a medium to large-value ongoing service arrangement typical of municipal health and safety laboratory testing needs.
