About this opportunity

The City of Philadelphia is soliciting quotes for an HP B&W 3-in-1 desktop printer under a micro purchase, with quotes due August 10, 2026. Award will be made as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award consideration.

The total quote amount must not exceed $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest thousand dollars. The contract term commences on the Effective Date specified in PHLContracts and terminates automatically 365 days thereafter. Pricing must remain firm for 60 days from submission or throughout the contract term for requirements contracts. All prices must be quoted FOB Destination Point and net of federal excise, transportation, and Pennsylvania Sales and Use taxes.

Vendors must submit item specifications with bids and may not deliver or provide services until notified by the department. An executed Consent and Authorization Agreement must be on file in the vendor profile prior to quote consideration; failure to submit this agreement prior to bid closing will result in quotes being deemed non-responsive and excluded from consideration. Vendors must submit quotes electronically through PHLContracts and resolve all validation warnings before submission.

Sellers must maintain General Liability Insurance with a minimum limit of $500,000 per occurrence and Workers' Compensation Insurance at statutory limits, naming the City as an additional insured. Payment will be made via electronic deposit following delivery and City approval, with invoices submitted to the entity name shown on the purchase order. Submission of the optional LGBTQ Applicant Opportunity Data Form is voluntary and intended to identify LGBTQ-owned businesses interested in contracting with the City. The contract is governed by Pennsylvania law, and disputes shall be brought in the Court of Common Pleas of Philadelphia County.
