About this opportunity

The City of Tucson's Housing and Community Development Department (HCD) is conducting an open and continuous Request for Proposal (RFP) No. 240063 to develop a Qualified Vendors List (QVL) for housing and homelessness facilitation, training, coaching, and consultancy services. The solicitation seeks vendors with direct experience in small and large meeting facilitation, employee leadership development, coaching practices, consulting services, and training development related to leadership, homelessness, and housing practices. Qualified vendors will be expected to provide services across five core categories: Standard Seminars for Leadership, Management, & Supervision; Standard Training on Homelessness and Housing Best Practices; Custom Facilitation, Coaching, and Strategic Planning; Custom On Demand Coursework; and Housing and Homelessness Consulting Services. Vendors must obtain a minimum score of 70 points out of 100 possible points to be considered for the QVL. The initial submittal period closes at 2:00 pm Local Arizona Time on November 22, 2023, with the overall solicitation remaining open and continuous through November 22, 2028. The City intends to review submissions every 90 days, though evaluations may occur more or less frequently at the City's discretion.

The procurement emphasizes Section 3 requirements from the Housing and Urban Development Act, mandating that 25% of labor hours be performed by Section 3 Workers and 5% by Targeted Section 3 Workers. Potential funding sources include Housing and Urban Development (HUD) and American Rescue Plan Act (ARPA) funds, with contracts structured for an initial one-year term and options to extend for up to four additional one-year periods. Businesses can qualify as Section 3 Business Concerns if they are at least 51% owned by low-income residents or have over 75% of labor hours performed by Section 3 Workers. Contractors must comply with various federal regulations, including provisions for equal employment opportunity, minority and women business enterprise participation, and restrictions on telecommunications equipment. While specific award values are not detailed, the comprehensive nature of the solicitation suggests significant potential for multiple vendors to receive contracts supporting the City's housing and homelessness initiatives, with a focus on collaboration, integrity, excellence, and respect.
