About this opportunity
Santa Rosa County Board of County Commissioners is soliciting sealed bids for housing reconstruction at 5801 Frank Pittman Road in Milton, Florida under ITB 26-049, with bids due August 13, 2026 at 10:30 a.m. and a mandatory pre-bid meeting on July 30, 2026 at 9:30 a.m. at the project site. Santa Rosa County encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises.
The scope encompasses complete demolition of the existing 528-square-foot wood-frame residence (built 1989, deemed beyond reasonable repair per structural inspection dated May 5, 2026) and reconstruction of a new 1,221-square-foot single-family dwelling to meet Florida Building Code 2023 and current Southern Building Code Congress International standards. The new home must incorporate wind-resistant construction per ASCE 7-22 (150 mph ultimate design wind speed), concrete slab-on-grade foundation with 2,000 pounds per square foot bearing pressure on sandy soils, 8-inch concrete masonry unit stemwalls, engineered wood trusses with approved connectors (Simpson Strong-Tie, Mitek), and comprehensive mechanical, electrical, plumbing, and HVAC systems. The property is approximately 9.88 acres with current septic and well systems; an OSTDS permit (No. 57-S0-5174784, issued June 18, 2026) authorizes a new 900-gallon septic tank system. Well installation by Clydes Well Service is quoted separately at $12,211.00; all other labor, materials, and overhead must be competitively bid. The contractor must commence work within seven days of the notice to proceed and achieve substantial completion within 120 calendar days, with final completion within 30 days thereafter; liquidated damages of $250 per day apply for missed deadlines.
Bidders must submit a certified check or bid bond equal to 5% of the base bid, copies of Florida state contractor licenses, and contractor qualifications statements. Insurance requirements include workers' compensation (Florida statutory minimum with $100,000 employer's liability), commercial general liability ($1 million per occurrence / $2 million aggregate), business auto liability ($500,000 per occurrence), and builders risk coverage in the full contract amount. Santa Rosa County must be named additional insured on all policies except workers' compensation. Bids submitted in pencil will be rejected. Payment is due 20% upon slab completion, 30% upon framing and county inspection, and 50% upon final completion with occupancy certification and all warranty documentation. Questions are due August 6, 2026 by 12:00 p.m. through the procurement portal. All proposals must be submitted electronically in searchable PDF format through https://procurement.opengov.com/portal/santarosafl.
