About this file
This file consists of a Florida Department of Environmental Protection (FDEP) Onsite Sewage Treatment and Disposal System (OSTDS) Construction Permit and a related Santa Rosa County housing reconstruction solicitation. The OSTDS permit (No. 57-S0-5174784) authorizes the installation of a new 900-gallon septic tank system with a 308 square foot drainfield at 5801 Frank Pittman Road, Milton, Florida. The system is designed for a 2-bedroom residence with a maximum occupancy of 4 persons and an estimated daily flow of 200 gallons per day. The permit was issued on June 18, 2026, with an expiration date of December 18, 2027. The applicant, Guy Gomez, must complete the installation in accordance with Florida Statutes Section 381.0065 and Florida Administrative Code Chapter 62-6, including abandonment of the existing noncertified tank and maintenance of all required setbacks (75 feet to private well and surface water). The permit includes specifications for trench-type drainfield construction with a benchmark reference point and elevation requirements.
Santa Rosa County's companion procurement (26-049) solicits sealed bids for housing reconstruction at the same property address. A mandatory pre-bid meeting is scheduled for July 30, 2026, at 9:30 a.m. at the project site. Specifications are available through the Santa Rosa County Procurement Portal. Questions must be submitted by 12:00 p.m. on Thursday, August 6, 2026, and sealed bid proposals are due by 10:30 a.m. on Thursday, August 13, 2026, with public opening to follow. Santa Rosa County encourages participation from small businesses, minority and women-owned businesses, and disadvantaged business enterprises and reserves the right to waive irregularities, reject any or all bids, and award to the bid determined to be in the county's best interest.
