About this file
This is a structural inspection report and associated housing reconstruction solicitation involving the Santa Rosa County Housing Department and Santa Rosa County Board of County Commissioners in Milton, Florida. The property at 5801 Frank Pittman Road is a 528-square-foot, wood-frame single-story residence built in 1989 that requires full demolition and reconstruction. A mandatory pre-bid meeting is scheduled for July 30, 2026 at 9:30 a.m. at the project site. Sealed bids must be submitted through the Santa Rosa County Procurement Portal by 10:30 a.m. on Thursday, August 13, 2026, at which time they will be publicly opened. Questions concerning the request for proposals must be submitted through the procurement portal by 12:00 p.m. on Thursday, August 6, 2026. Detailed specifications are available through the Santa Rosa County Procurement Portal at https://procurement.opengov.com/portal/santarosafl.
The structural inspection, conducted on May 5, 2026 by Southern Site & Utility Design, Inc., determined the property is beyond reasonable repair and recommended demolition. The assessment identified extensive deterioration including structural roof failures with open cavities, evidence of prior flooding with chronic moisture damage, interior ceiling collapses, exterior wall penetration by invasive vegetation, failed plumbing systems, non-compliant electrical systems, and absence of central HVAC. Professional engineering opinion concluded that the scope of work necessary to address deficiencies would substantially exceed the cost of new construction. The Santa Rosa County Board of County Commissioners encourages participation from all business segments, including small businesses, minority-owned and women-owned businesses, and disadvantaged business enterprises, and reserves the right to waive irregularities, reject any or all bids, and award based on the county's best interests.

RE: Reconstruction & Demolition Inspection
Address: 5801 Frank Pittman Road, Milton, Florida 32570
Date of Site Visit: May 5, 2026 Time: 2:30 PM Weather: Sunny
At the request of the Santa Rosa County Housing Department, Southern Site & Utility
Design, Inc. has performed a structural and condition inspection of the above-referenced property. Based on the extent of deterioration observed across the roof system, exterior wall enclosure, interior structure, and mechanical infrastructure, it is our professional engineering opinion that this home is beyond the scope of what can reasonably or cost-effectively be addressed through the Substantial Repair program.
We recommend that this property be transitioned to the Demolition and Reconstruction program. A detailed assessment supporting this recommendation is provided on the pages that follow.

Property Information
Year of Construction: 1989 (per property appraiser)
Layout: (per property appraiser)
Scope of Inspection
The inspection covers visible portions of major systems and components, with some areas potentially inaccessible. Hidden or subsurface conditions, unattached structures, sidewalks, driveways, and engineered drawings are excluded.
General Condition
The home is generally in extremely poor condition. Noted deficiencies are primarily due to wear and tear from regular use, deferred maintenance, environmental exposure, or poor original construction.
STRUCTURAL & CONDITION ASSESSMENT
Southern Site & Utility Design, Inc. performed a structural and condition assessment of the single-family residence located at 5801 Frank Pittman Road, Milton, Florida
32570 on May 5, 2026. The subject structure is a wood-frame, single-story home constructed in 1989, containing 528 square feet of heated living area on a monolithic concrete slab. The property appraiser rates the exterior walls as "Below Average," and the structure appears to have received no significant renovation during its 37-year service life.
Field observations indicate that most major building systems have reached or exceeded their useful service life. The modular metal roof has failed structurally in multiple locations, with open cavities observed in the roof deck and visible deterioration of the underlying framing. Evidence consistent with prior flooding was noted, and resulting moisture damage appears throughout — ceiling materials have failed in the kitchen and living areas, interior wall surfaces show significant deterioration, and exposed structural framing reflects chronic water infiltration. The exterior wall enclosure shows penetration by invasive vegetation at multiple elevations, with observed damage to the wall cavity and sheathing. Plumbing systems show evidence of prior failures with no completed repairs observed. Electrical systems do not appear to meet current code requirements. No central HVAC system was identified.
Based on conditions observed during the site visit, the structure does not appear to be compliant with the current Florida Building Code in its primary systems. The scope of work necessary to bring this home into compliance would, in our professional opinion, substantially exceed the cost of new construction — while still retaining a flood-affected, moisture-compromised structural substrate.
It is the professional opinion of Southern Site & Utility Design, Inc. that full demolition of the existing structure is warranted, and we recommend this property be transitioned to the Demolition and Reconstruction program.
