About this opportunity

The Greater Orlando Aviation Authority (GOAA) is soliciting Hotel Development Consultant Services for Orlando International Airport (MCO) through a Request for Proposal (RFP) focused on developing a second hotel within the Terminal C Complex. The procurement seeks a consultant to conduct a comprehensive feasibility analysis and marketing study to assess current consumer demand and financial sustainability for a new lodging property. The project is structured in potentially three phases, with Phase One scheduled to commence around November 1, 2023. Proposers must be registered in Florida, possess at least five years of relevant experience, and submit financial statements and insurance documentation. The evaluation will utilize a 100-point system, allocating points across categories including proposer experience (25 points), key personnel knowledge (20 points), approach and methodology (20 points), additional requirements (15 points), and professional fees (20 points). Proposals are due by 11:00 a.m. Eastern Time on July 18, 2023, and must be submitted electronically through GOAA's OpenGov e-Procurement Platform. The procurement timeline includes a Procurement Committee review in August 2023, potential interviews, and a final board decision in September 2023.

The contract includes a Minority and Women Business Enterprise (MWBE) participation program with a 17% goal for goods and services. The RFP is non-exclusive, allowing GOAA to contract with multiple providers for similar services. Proposers must demonstrate capabilities in market demand analysis, project feasibility study, and financial projections, with subsequent project phases contingent upon the successful completion and results of Phase One. While no specific budget range is explicitly stated, the comprehensive nature of the consulting services suggests a significant professional services contract. The Aviation Authority will require detailed documentation of market analysis, including consumer demand assessment, potential developer interest, and financial sustainability projections for the proposed hotel development. Successful proposers must demonstrate expertise in hospitality market research, airport-related development opportunities, and comprehensive feasibility analysis.
