About this opportunity
The City of Tallahassee is issuing an Invitation for Bid (IFB 026-26-RM) for the procurement of replacement emissions control catalysts for seven Wartsila engines (five 50SG engines and two 34SG engines) operating at the Hopkins Rice facility. The specific deliverables consist of three types of catalysts: SCR catalysts (HUG RFV 1300.103.C5.00.S150.450.000 or equivalent) for nitrogen oxide reduction, ROM catalysts (HUG ROM 1300.103.C3.D1.S150.045.255 or equivalent) for nitrogen oxide reduction with ammonia suppression, and OXI catalysts (HUG OCT 1500.141.A7.00.S150.150.000 or equivalent) for carbon monoxide, volatile organic compound, and formaldehyde oxidation. The catalysts for the 50SG engines must fit within HUG EM400 housings, while those for the 34SG engines must fit within HUG EM196 housings. All catalysts must operate within specified design parameters, including a maximum backpressure limit of 60 millibars, and must maintain compatibility with original equipment designs to avoid excess backpressure while achieving maximum conversion efficiency. Bidders must submit pricing in the format specified in the required Price Schedule (Attachment A), along with comprehensive technical documentation and certifications including Drug-Free Workplace certification, Non-Collusion Affidavit, Representations and Certifications form, Responsible Vendor Review form, Vendor Conflict of Interest form, and Human Trafficking Affidavit. The deadline for submitting questions is January 30, 2026 at 5:00 p.m., with answers to be provided by February 6, 2026, and bid responses are due on February 17, 2026 by 2:30 p.m. through the Bonfire platform (www.gobonfire.com). Award recommendations are anticipated in March or April 2026. Evaluation will be based on the lowest responsive and responsible bidder, with no discussions held during the evaluation process.
No specific set-asides for disadvantaged enterprises or minority and women business enterprises are designated for this procurement; however, the City encourages MWBE participation and does not impose federal funding restrictions on the solicitation. A local vendor preference of five points is available for vendors that maintain a permanent place of business with a street address in Leon, Wakulla, Gadsden, or Jefferson County for at least six months prior to the bid due date and meet specified staffing or ownership requirements. Bidders must demonstrate responsibility by disclosing any disciplinary actions, suspensions, debarments, indictments, contract terminations, or fraud judgments within the last ten years and by confirming possession of necessary organizational capabilities, experience, accounting controls, and professional and technical skills. The contract structure is a fixed-price commodity purchase with indefinite quantity requirements, featuring a basic term of three years with one optional two-year extension period for a total potential contract duration of five years. All contractor costs are inclusive of labor, supervision, materials, equipment, transportation, handling, and delivery on an F.O.B. Destination basis, with economic price adjustments permitted after year one not to exceed 5% unless authorized by the Procurement Director. No specific budget range or award value is listed in the solicitation documents, and no incumbent vendors or current contractors are identified.

3.1 Scope The city of Tallahassee owns and operates seven Wartsila engines (five 50SG engines and two 34SG engines) that use emissions control catalysts. The catalysts for the 50SG engines are in a HUG EM400 housing, while the catalysts for the 34SG engines are in an HUG EM196 housing. Over time, catalysts degrade and will need to be replaced. This bid is for new catalysts to replace the existing catalysts in the installed Wartsila emissions control systems. The specific types of catalysts being sought are listed below. 3.1 Catalyst Types The three different catalysts used for emissions control of the Wartsila engines are described below. a. SCR Used for the catalytic reduction of nitrogen oxides. HUG RFV 1300.103.C5.00.S150.450.000 or equivalent. b. ROM Used for the catalytic reduction of nitrogen oxides while simultaneously suppressing higher ammonia concentrations. HUG ROM 1300.103.C3.D1.S150.045.255 or equivalent. c. OXI Used for the catalytic oxidation of CO, VOCs and Formaldehyde. HUG OCT 1500.141.A7.00.S150.150.000 or equivalent.
