About this file

This is a Drug-Free Workplace Certification form required by the State of Florida for the Hopkins Rice SCR Catalyst Replacement project in Tallahassee. The certification is mandated under Section 287.087 of the Florida Statutes and applies to all bidders responding to this procurement opportunity. The form requires business respondents to certify compliance with Florida's drug-free workplace program requirements as a condition of bid consideration. While no specific response date, due date, site visit, or bidders' meeting information is detailed in this certification document itself, the form must be completed and returned by authorized company representatives as part of the overall bid submission process for the catalyst replacement project.

The certification document establishes mandatory drug-free workplace program components that bidders must implement, including publishing workplace drug prohibition statements, informing employees about drug abuse dangers and available assistance programs, distributing the policy statement to all employees engaged in contract work, requiring employee notification of drug-related convictions within five days, imposing sanctions or requiring participation in rehabilitation programs for violators, and maintaining good faith efforts to sustain the drug-free workplace. Bidders with certified drug-free workplace programs receive preference in the award process when bids are equal in price, quality, and service. False certifications are subject to legal penalties. This certification requirement applies to all vendors seeking to provide emissions control catalysts (SCR, ROM, and OXI types) for the City of Tallahassee's seven Wartsila engines as described in the Hopkins Rice project scope.
