About this opportunity

This is an Invitation for Price Quote (IFPQ) issued by the California Department of Transportation (Caltrans), Division of Procurement and Contracts, for roof and siding replacement services at the San Luis Obispo Maintenance Station. The project scope includes removal and legal disposal of existing metal roofing and siding materials, followed by installation of a complete mechanical standing seam metal roofing and siding system with associated components including underlayment, ridge vents, gutters, downspouts, flashing, trim, and accessories. The work encompasses approximately 1,475 square feet of roof area and 1,700 square feet of siding area, with removal and replacement of all trim and flashing at two roll-up doors, three windows, and one entry door to ensure weathertight seals. Required qualifications include a valid Class B General Building Contractor or C-39 Roofing Contractor license from the California Contractors State License Board, valid Department of Industrial Relations registration, and a valid Motor Carrier Permit from the Department of Motor Vehicles. A mandatory pre-bid site inspection is scheduled for March 30, 2026, at 9:30 a.m. at 50 Higuera Street, San Luis Obispo, California. The deadline for submitting written questions is April 7, 2026, at 5:00 p.m., with the final quote submission deadline of April 14, 2026, at 3:00 p.m. The contractor must provide a weathertight 30-year warranty on the roofing and siding systems and a two-year labor warranty, with contract commencement scheduled for May 1, 2026, and expiration April 30, 2027.

This procurement is restricted to certified small businesses, micro-businesses, small businesses for public works purposes, or disabled veteran business enterprises registered with the California Department of General Services. The maximum allowable bid amount is $461,000, with any bid exceeding this threshold resulting in automatic rejection due to non-responsiveness. State prevailing wages apply if the bid exceeds $15,000, and if the winning bid exceeds $25,000, a payment bond equal to 100 percent of the contract amount is required prior to work commencement. Insurance requirements include general liability with limits of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and statutory workers' compensation coverage. Subcontracting is prohibited under this agreement, and Caltrans must receive at least two price quotes from certified small businesses or disabled veteran business enterprises before making an award determination. The proposed award date is April 21, 2026.
