About this opportunity
The Washington State Department of Commerce is issuing a Request for Applications (RFA) to solicit proposals from qualified entities interested in providing grant funding for the Low-Income Home Rehabilitation Grant Program. The program provides up to $50,000 per project to address health, safety, and durability issues in existing single-family residential structures located in rural "non-entitlement" areas across multiple counties and cities in the state. Eligible applicants must have at least two years of experience in home renovation, housing rehabilitation, or weatherization programs, as well as experience providing services through low-income home repair programs. The RFA is open from August 19, 2024 to September 23, 2024, and the expected contract period is November 1, 2024 to July 30, 2025, with an option to extend for two additional one-year periods. A total of $5,820,000 in state funding is available, with a maximum of $500,000 per successful applicant.
The RFA provides priority scoring for applications from senior citizens, persons with disabilities, families with young children, and veterans. Applicants that are federally recognized tribes or have certification from the Washington Department of Veteran Affairs will receive an extra 5% of their awarded points. The RFA also includes requirements related to diverse business inclusion, worker rights, prevailing wage, historical preservation, and other terms and conditions. No lien will be placed on the homeowner's property, and the agency is not required to spend the maximum grant amount on each project.
