About this opportunity

The City of Pasadena is seeking consultants for a comprehensive Historical Report on the 710 Displacement project, focusing on documenting the historical impacts of the State Route 710 (SR 710) North Stub construction in the early 1970s. The procurement is structured as a competitive Request for Proposals (RFP) with three distinct tasks: researching historical data and setting, conducting an oral history project, and analyzing the impacts of freeways on segregation in Pasadena. Consultants may bid on one, two, or all three tasks, with the city evaluating and potentially selecting different consultants for each task. The project requires developing materials and maps for project meetings, conducting community outreach, and potentially providing translation and interpretation services. The evaluation criteria totals 100 points, distributed across qualifications (20 points), proposed solution (45 points), proposed schedule (15 points), cost proposal (10 points), and local business preferences (5 points each for Pasadena-based and small/micro-businesses). The proposal deadline is September 20, 2023, with a contract term of one year from the execution date, and proposers must submit separate technical and price proposals, with the technical proposal limited to 50 pages and requiring a detailed work plan, schedule, and deliverables.

The procurement appears to have local business preferences that may provide advantages to Pasadena-based and small/micro-businesses, though the opportunity is not strictly limited to these entities. Proposers must complete several mandatory forms, including a Unique Entity Identifier (UEI) form, Conflict of Interest Disclosure, Disqualification Disclosure, and Taxpayer Protection Amendment Disclosure. The project aims to document the displacement of approximately 4,000 residents and 1,500 homes and buildings, with a specific focus on low-income residents and people of color affected by the SR-710 North construction. While a specific budget range is not explicitly stated, the Master Services Contract template suggests flexibility in compensation structures, with options for fixed total contract amounts or direct labor cost plus additional direct costs. The city reserves the right to select one or more consultants based on the scoring of each task and may reject any or all proposals. Additional requirements include comprehensive insurance, prevailing wage compliance, and adherence to equal employment opportunity practices.

PROJECT OVERVIEW

State Route 710 (SR 710) North Stub Historical Background

This section of the SR-710 North was constructed over several years in the early 1970s and displaced at least 4,000 residents and resulted in the demolishment of some 1,500 homes and commercial and institutional buildings. A majority of the homes were owned or rented by low income residents and people of color.

CITY PARTICIPATION

The consultant will be expected to develop materials and maps for project meetings and workshops, and identify assistance needed from the City with community outreach, translation/interpretation needs, and dissemination and distribution of materials (such as announcements, newspaper ads, etc.). The City will provide written comments on the administrative drafts of all requested documents prior to finalization.

TIME IS OF THE ESSENCE AND EACH TASK MAY BE BID SEPARATELY

All respondents shall submit a clear and detailed timeline for each TASK that is bid on. Consultants may bid on 1, 2 or all 3 Tasks. The City will score each Task from each respondent separately, and therefore may select 1, 2 or 3 consultants to perform the work.
