About this opportunity

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is requesting sealed bids for historic building restoration at John Jay Homestead State Historic Site in Katonah, Westchester County under Contract D006471, with bids due August 13, 2026 at 12:30 p.m. and public bid opening via WebEx at 1:00 p.m. The project is subject to a Project Labor Agreement and carries MWBE and SDVOB participation goals: 20% MBE, 10% WBE, and 10% SDVOB. A responsible MWBE firm bidding within 10% of the lowest bid will be deemed the apparent low bidder if the bid does not exceed $1,737,918.

Scope includes wood shingle roof replacement with copper flashing and detailed ridge, eave, chimney, valley, and penetration specifications; masonry and structural restoration; interior and exterior finishes; electrical and lighting upgrades; HVAC piping and equipment with control system upgrades to Niagara technology; fire and security systems (existing vendors include United Fire Protection for sprinklers, Everon for VESDA detection, Doyle for fire and security monitoring); utility infrastructure including transformer vault and pad furnished by the contractor with coordination of transformer installation by New York State Electric and Gas; IT infrastructure and building Wi-Fi; hardscape improvements (chip-seal, bluestone, and exposed-aggregate walkways); landscaping including 982 square feet turf sod and 19,200 square feet turf seed; heritage tree protection, pruning, and removals; and site lighting and wayfinding. The project encompasses the Bedford House and subordinate structures. HVAC piping insulation specifications require cellular glass, mineral-fiber preformed insulation, and polyolefin products with thicknesses ranging from 1.5 to 3 inches. All lead-containing surface disturbances require OSHA lead-safe work practices.

The engineer's estimate range is $16.365 million to $22.142 million. Project duration is 550 days after Comptroller approval. The bid bond requirement is $962,750. Performance and labor and material bonds must each equal 100% of the contract amount. A pre-bid meeting was held July 9, 2026; 33 bidders registered as plan holders as of July 23. Requests for Information were due July 31, 2026. Four addenda have been issued through August 6, 2026, addressing RFI responses and technical clarifications on roofing, HVAC piping, hydronic systems, site work, and existing building systems. Proof of Department of Labor registration and Gender-Based Violence and the Workplace Certification are required submissions; failure to provide results in automatic disqualification. The successful bidder requires approval by the New York State Attorney General and the State Comptroller's Office.
