About this file
This is an Addendum 03 document for the Historic Building Restoration at John Jay Homestead State Historic Site project managed by the State of New York. The addendum provides clarifications and modifications to the original contract documents and procurement requirements. The project encompasses comprehensive historic building restoration including wood shingle roof replacement, masonry restoration, exterior and interior restoration, structural repairs, finishes, electrical and lighting upgrades, HVAC systems, fire and security systems, utility infrastructure with coordination with New York State Electric and Gas, IT infrastructure and building Wi-Fi, security systems, walkways with multiple finish options, site landscaping including soil, sod and plantings, heritage tree protection and management, and site lighting and wayfinding elements. Specific details regarding response deadlines, bidders' meetings, site visits, and award dates should be referenced in the primary contract documents, as the addendum serves to supplement rather than establish these foundational timelines.
The procurement establishes contracting goals requiring 10 percent Service-Disabled Veteran-Owned Business (SDVOB) participation, 20 percent Minority Business Enterprise (MBE) participation, and 10 percent Women Business Enterprise (WBE) participation. No incumbent contractor exists for this scope of work, as this represents a new project initiative. Pricing terms, funding sources, and specific cost allocations are detailed in the primary contract documentation and project manual. The addendum likely addresses modifications to specifications, clarifications on scope elements, or adjustments to contract requirements based on bidder inquiries or project refinements identified during the procurement process.

Question: Can a section cut be provided showing construction of the attic space above the ballroom? Where are the RD’s shown being installed with relation to the attic floor? How are they being supported? Same question applies to the F18 fixtures.
Is ceiling upset required (at sloped ballroom ceilings) to install the feeds between the RD’s and the junction boxes shown. How are they being run, and what is supporting these feeds? We assume the junction boxes are being placed AT the Type F6 fixtures in the ballroom, confirm please.
The F1, F10A fixtures in Rooms 204, 201, 202, 205, 214, 213, 216 do not appear to be circuited.
What is their power source(s)?
Where is LCP4, some lights are circuited to that source?
Answer:
Company: Landmark Facilities Group Response:
Drawing A-502 may provide the best perspective of the attic over the ballroom. The remote drivers (RD) and F18 fixtures may be mounted on or using the joists using necessary means.
The use of MC cable is permitted to avoid disturbance to the ceiling if possible. The junction box locations are approximate and actual location of terminations should be coordinated with the architect and in the field.
Power sources for the F1 and F10A fixtures on the second floor are via the Vive lighting control system which can obtain power from Panel P3.
Panel LCP4 does not exist. Junction boxes for owner furnished fixtures should be wired to a single zone on the lighting control system.
Company: Beyer Blinder Belle Architects & Planners Response:
Refer to response by Landmark Facilities Group.

Question: Please identify routing of the (2) Fiber Optic Strands running between Coachman House and Carriage Barn, including routing within buildings. Specify wall and ceiling finishes that will have to be cut and patched to run these feeds. Site hardscape may also be upset, depending on routing.
What are the wall and ceiling finishes in the Coachman’s House, these finishes will have to be upset to provide wiring from outlets back to IT rack shown. Can this wiring be run surface mounted in conduit?
Company: Landmark Facilities Group Response:
The fiber optic line between the Coachman's House and Carriage House is out of the scope.
The preferred method of conduit routing should be through the basement where possible and surface mounted if needed.

Question:
Windows 101, 102, 103, 104, 105, 106, 107, 109, 110, 111, 112, 113, 117, 118, 119, 120, 121, 122, 124, 126, 134, 137, 142, 146, 217, 218, 224, 225, 226, 227 all show “No Work” in the Work Level Column of The Window Schedule on A-751, but the Building Elevations call for DW-R1 repairs (see G-100) which represents considerable scope of work. Which is correct? And which level of repair (Level 1 or 2) is required at these windows, if repair is required?
A-751 shows 9 windows receiving Level 1 repair, 35 windows receiving Level 2 repair, for a total of 44 windows being repaired (see Window Level Repair Notes). There are 85 windows per the elevations requiring DW-R1 repair per G-001. Clarify scope required at the windows on the building elevations that show DW-1 repair, but do not show a repair level on A-751.
Response:
Windows identified as "No Work" in the Window Schedule still require preparation, priming, and painting of the exterior of the window and the entire shutter. No Level 1, Level 2, or Level 3 repair is required at these windows. Refer to the Comments section of the Window Schedule for any additional notes.
Repair condition DW-R1 on Drawing G-100 will be revised to clarify the finish scope applicable to windows designated "No Work."

Spec Section No.: 096816 Drawing
Remarks:
Question: None of the historic carpet and floor cloth installers listed in Spec Section 096816 are union installers (required per the PLA). Also, we called Brian Grosvenor, one of the contractors listed and his comment was “I don’t bid work, have the State hire me direct”. Others on the list have also declined to quote the work. We respectfully request that this installation scope of work be removed from the contract scope, as we cannot obtain pricing for it, and this is work that we cannot purchase through standard commercial carpet installers.
Response:
Installation of the historic carpet and floor cloth shall remain within the Contract scope. Refer to the previously issued Project Labor Agreement (PLA) clarification in RFI #28. In accordance with the Owner's interpretation of the PLA, if the applicable unions cannot provide qualified employees for this specialty work, the Contractor may obtain qualified specialty installers from other available sources in accordance with the PLA procedures. Question:
Reference last two lines in RFI Response #20. Since the suitability of soil is undetermined at time of bid, FOR BIDDING PURPOSES, what CY of soil can we use as suitable? Because if it’s not enough to meet the grades shown on drawings, we will have to IMPORT material, at our expense.
Company: CHA Consulting Response:
For bidding purposes, bidders shall assume that all fill required to complete the work will be imported. The suitability of on-site soils for reuse cannot be determined in advance and will depend on the characteristics of the material encountered during construction and the results of required testing. Material determined to be suitable for reuse and approved by the Engineer may be incorporated into the work. If suitable on-site material is encountered and approved for reuse, an appropriate credit may be provided. Specification Section 312000.3.2B will be revised to replace the word "shall" with "may" regarding the reuse of suitable on-site materials.

Question: ALL third floor windows on the window schedule are Level 3 repair (new window), but the Building Elevations show all of them with a DW-R1 repair code implying existing to remain.
Which is correct?
Also, all Head, Jamb, and Sill Details referenced on the window schedule for these windows at the 3rd floor show a repaired frame (see A-701 and A-702). Are we repairing the existing frame and just replacing sashes with new, or are frames new as well?
Clarify scope of work at 3rd floor windows please.
Response:
DW-R1 identifies the general window restoration scope for existing windows. The required Work Level for each individual window is indicated in the Window Schedule on Drawing A-751 and governs the extent of work.
The head, jamb, and sill details on Drawings A-701 and A-702 illustrate the typical window configuration. The Window Schedule governs the required Work Level at each opening. Where Work Level 3 is indicated, replace the window assembly, including the frame, in accordance with the Bid Documents.
To clarify, DW-R1 on Drawing G-100 will be revised to add the following note:
"Refer to the Window Schedule for locations where windows are to be replaced under Work Level 3."

Spec Section No.: Drawing: SP-100 thru SP-103
Remarks:
Question:
Per "Scope of Work" note 2 on drawings SP-100 thru SP-103, "In areas where ceilings are being finished (entire historic core and west porch), lower mist nozzles to accommodate ceiling work and reinstall/adjust mist nozzles when ceiling work is complete".
Submitted with this RFI is a detail reflecting typical head install configuration; since these heads are flush with the ceiling the spray adapter itself is recessed & inaccessable without opening up the ceiling. Even if we were to open the ceiling to lower the drops, to restore them the ceiling would need to be opened again, defeating the purpose of the plaster restoration. We consulted with the manufacturer and confimed there is no way to lower these drops without removing the spray head adapter
We worked with the Marioff to come up with alternate ways of accomplishing this scope, please confirm which of these is acceptable:
Option #1: Remove each sprinkler/spray head & plug spray head adapter outlet. Upon completion of plastering, Re-install each spray/sprinkler head.
Option #2: Leave spray heads in place during plastering, and upon completion of plastering replace all spray/sprinkler heads with with new (assuming plaster/dust/residue from ceiling restoration is present on spray/sprinkler heads).
The intent of the note 2 is met by Option #1.
