Addendum #2 Summary: Historic Building Restoration at John Jay Homestead State Historic Site

This Addendum #2 is issued by the New York State Office of Parks, Recreation and Historic Preservation Hudson Valley District, Taconic Region, for Contract D006471, Project ID TA-JJ-2023-01, addressing the Historic Building Restoration at John Jay Homestead State Historic Site with a bid deadline of July 24, 2026. The addendum comprises responses to 35 Requests for Information (RFIs #01-08, 15, 17, 19, 21-22, 24-27, 29-36, 43, 45-46, and 48-49), with nine additional RFIs (RFIs #09-10, 37-42, 44, 47, and 50-51) to be answered in a subsequent addendum. The scope of work includes comprehensive historic building restoration involving wood shingle roof replacement, masonry restoration, interior and exterior finishes, structural repairs, electrical and lighting systems, HVAC upgrades, fire and security systems, utility infrastructure with new transformers and underground electric coordination with New York State Electric and Gas, IT infrastructure and building Wi-Fi, hardscape improvements including chip-seal and bluestone walkways, soil preparation with sod and plantings, heritage tree protection and removals, and site lighting and wayfinding elements. The RFI responses provide clarifications from project consultants including Beyer Blinder Belle Architects & Planners, Landmark Facilities Group, Rhodeside & Harwell Inc., Matrix New World, and Thornton Tomasetti on technical and scope matters regarding electrical service configurations, window restoration specifications, fireplace reconstruction sequencing, excavation procedures, arborist requirements, planting quantities, hazardous materials handling, and material sourcing. The Plan Holders List as of July 23, 2026, identifies 34 bidders confirmed as plan holders for this project.

The addendum includes a comprehensive RFI Log updated as of July 23, 2026, documenting all questions received and their scheduled resolution dates through multiple addenda. Notable clarifications address utility infrastructure specifications requiring the contractor to furnish and install the transformer vault and pad while New York State Electric and Gas furnishes and sets the transformer; electrical work scope eliminating proposed conduit runs between the Carriage Barn and Coachman's House; confirmation that surface-mounted circuiting is acceptable in specified areas with conduit painted to match ceilings; turf sod quantities revised to 982 square feet and turf seed at 19,200 square feet; fireplace restoration utilizing archived stone and marble parts cataloged with specific Roman numeral and letter designations; clarification that Specification Section 028600 hazardous materials scope is identified in Table Three of the Hazardous Materials Investigation Report (Appendix 4); confirmation that Specification Section 096823 Glass Floor Panels is not applicable to the project; and specifications that all lead-containing surface disturbances require adherence to OSHA lead-safe work practices rather than full abatement. The contract involves multiple compliance requirements including Service-Disabled Veteran-Owned Business (SDVOB) goals of 10 percent and Minority/Women Business Enterprise (MWBE) contracting goals of 20 percent for Minority Business Enterprises and 10 percent for Women Business Enterprises, with no incumbent identified from previous substantially similar procurements within the past five years.

Spec Section No.: Appendix 13 Drawing No: A-660

Remarks:

Question: The photos in Appendix 13 of the fireplace stone/marble do not list the Room number where the material was taken. How do we relate the pieces shown in the photos, to the pieces shown on A-660? Clarify scope here, are the stones/marble shown in the photos lying loose on site, ready to be cleaned, patched and reinstalled, or are we REMOVING the pieces shown at the fireplaces on A- 660, then restoring them. The stones/marble on A-660 have definitive part numbers, have they already been removed and cataloged, then reinstalled? What is the scope of REMOVALS with regard to these fireplaces.

Response:

The Owner has archived stone/marble parts in storage for restoration/reinstallation. The parts cataloged for reconstruction are not present in the existing fireplaces. Removal and salvage of existing fireplace materials are indicated on the Demolition Plans and Sheet A-660.

The fireplace reconstruction drawings on Sheet A-660 identify each stone/marble element using the archived part designations shown in Appendix 13. Each part is identified by a Roman numeral (I, II, III, or IV). Individual pieces within each part are identified by a letter suffix (e.g., I- A, II-B, III-C). Archived boxed pieces are identified with a "B" prefix (e.g., BII-A). The designations shown on Sheet A-660 correspond directly to the labeled archived pieces in Appendix 13 and are coordinated between the drawings and the archived materials.

Question: L-002 lists 780 sf of turf sod. There seems to be a large discrepancy between schedule and plans. L-411 appears to show turf sod at the new water line to exterior ground hydrant (at south side of the ballroom) and at the north courtyard. L-412 appears to show turf sod in 3 separate locations adjacent to the parking lot and plantings. Confirm that these are the only turf sod on project. If so, this area is much larger than quantity shown on schedule. Which is correct?

What scope of work is required, if any, at the “EX LAWN TO REMAIN” at the south and west side of the Ballroom?

Question: Please clarify the Plant Removal Legend on L-101. Only two types are shown on plans, some trees with the L designation, and one tree with the M designation. The description of work is one long paragraph, and some of the trees are not Magnolias as described. What is the scope of work for each designation (L and M), and which specification (in the description) is being referred to, regarding cutting of the tree(s)?

The 'L' designation refers to Linden trees, the 'M' refers to the Magnolia. The scope for both types of trees is as described in the Plant Removal Legend on L-101

Question: Keynote Codes M1 is shown on almost all walls of Ballroom 123 and some walls of Porch 124. Clarify what materials are being removed in Note M1. Is the M1 intended to highlight the floors at the hatched areas, the walls along the hatched areas, or the ceilings at the hatched areas? Clarify the M1 scope.

Answer:

Company: Matrix New World Response:

The M1 note is to remove materials affected with visible microbial growth (varies by room but is primarily plaster). In Ballroom 123 there are plaster walls and ceilings. At the time of our inspection(s) August 2023, September 2023, and January 2024, the microbial growth was noted on the lower ceiling / upper wall (where the two components meet). Unfortunately, if the source of the water intrusion (roofing system) has not been addressed, it is likely that these conditions have worsened and spread over the past year and a half.

Spec Section No.: 028304, 028600 Drawing

Remarks:

Question:

1) Spec 028304 does not call for SPECIFIC items in this building to be abated, but implies

HAZMAT removal (suits, respirators, plastic protections, containment, disposal, etc) for lead containing items, and indicates that ALL painted surfaces are assumed to contain a detectable concentration of lead. Nearly EVERY piece of wood on this project is painted or called to sanded and painted (see W-R1 thru W-R8 repair codes on G-102). Does all the wood repair work need to occur under THIS specification?

2) What exactly are we removing or abating per Spec 028600? There are no quantities listed in this specification, and nothing mentioned on the drawings.

Answer:

Company: Matrix New World Response:

1.) All painted surfaces are assumed to contain detectable concentrations of Pb because Lead testing was not performed (at least by Matrix).

However, this specification is not calling for abatement of Pb. The spec is for incidental disturbance of lead containing materials. It does not require removal or stripping of coatings from the wood, or treatment of each component as an abatement item. It requires that whenever assumed-LCP surfaces are disturbed, the work be performed using the lead-safe work practices, worker protection, dust and debris controls, cleanup, and waste disposal specified herein and under OSHA 29 CFR 1926.62.

2.) Information for Spec 028600 can be found in table 3 of the report. Additional removals may have been added to the project since Matrix's involvement (2024-2025)

Company: Beyer Blinder Belle Architects & Planners Response:

Refer to response by Matrix New World. The report can be found in Appendix 4 of specifications.
