About this opportunity
The South Dakota Department of Transportation (SDDOT) is seeking a comprehensive Highway Performance Monitoring System (HPMS) Reporting Tool to replace its current in-house built program for annual data submission to the Federal Highway Administration. The procurement, identified as RFP #24RFP11610, requires a software solution capable of preparing, validating, and submitting HPMS data with specific integration requirements across multiple SDDOT systems including the Roadway Information System, Non-State Trunk Road Inventory, Sample Section Database, dTims pavement management software, and BrM bridge inventory. Key deliverables include software delivery, configuration, implementation, operational support, and training, with the system required to be operational by December 31, 2025, for the 2026 HPMS annual preparation period. The RFP outlines critical objectives such as reducing person-hours for HPMS submittal preparation, improving methodology transparency, creating a user-friendly environment, and ensuring compliance with FHWA HPMS validation requirements. Proposal submissions are due February 13, 2025, at 5:00 pm CST, with written questions accepted until January 16, 2025, and responses provided by January 30, 2025. The initial contract term is two years, with the potential for up to five one-year renewals, and an anticipated award date of May 1, 2025.
The RFP documents do not explicitly indicate specific set-aside designations or restrictions on respondent types, such as disadvantaged business enterprises. The system must integrate with SDDOT's existing ArcGIS Enterprise (upgrading from version 11.1 to 11.3) and provide compatibility with FHWA's UPACS portal for data submission. Technical requirements include single sign-on integration using OAuth 2.0 protocol with South Dakota's identity management service, comprehensive data access capabilities, and robust security protocols. While no specific incumbent vendor is mentioned, the RFP requires detailed hosting solutions, whether vendor-hosted or state-hosted, and mandates cyber liability insurance, with a typical requirement of $3,000,000 (negotiable during contract phase). The cost proposal template suggests a seven-year cost projection, indicating potential long-term investment, though no specific budget range is explicitly stated in the documents. The vendor must provide initial and follow-up training sessions, maintain ongoing technical support, and ensure the software meets all FHWA HPMS validation requirements and data specification standards.
