About this file

This is a Request for Proposals (RFP #24RFP11610) issued by the South Dakota Department of Transportation (SDDOT) for a Highway Performance Monitoring System (HPMS) Reporting Tool. SDDOT seeks to replace their in-house built program with a currently available solution to prepare, validate, and submit annual HPMS data requirements to the Federal Highway Administration. Proposals are due February 13, 2025 at 5:00pm CST, with a Letter of Intent due by January 9, 2025. The schedule includes written inquiries due January 16, 2025, responses to questions by January 30, 2025, and an anticipated award date of May 1, 2025. The initial contract term is two years with the option to renew annually for up to five one-year extensions.

The solution must integrate with SDDOT's existing systems including Roadway Information System (RIS), Non-State Trunk Road Inventory (NSTRI), Sample Section Database, dTims pavement management software, and BrM bridge inventory. The vendor must provide software, implementation, maintenance, technical support, and training. Key requirements include reducing person-hours for HPMS submittal preparation, making methodologies more transparent, creating a user-friendly environment for multiple users, and ensuring compatibility with FHWA HPMS validation requirements. The vendor must deliver and configure the system for operational use by December 31, 2025, provide initial and follow-up training sessions, and maintain ongoing technical support and software maintenance.

1 GENERAL INFORMATION

1.1 PURPOSE OF REQUEST FOR PROPOSAL (RFP)

1.2.1 Background:

The Federal Highway Administration requires States to monitor and report data annually on the extent, condition, performance, use and operating characteristics of all roads in the state for the Highway Performance Monitoring System (HPMS). The South Dakota Department of Transportation (SDDOT) is wanting a currently available program to replace the In-House built program to prepare, validate, and submit the annual HPMS data requirements which will be referred to in this document as HPMS Management Software.

1.2.2 Goals and Objectives:

The State has identified the following desired goals:

Goal #1: Reduce the person-hours required to prepare, validate, and edit the annual HPMS submittal.

Goal #2: Make the methodology, business rules, and processes followed to generate the HPMS submittal data more transparent and easily understood by the SDDOT participants.

Goal #3: Create a user-friendly environment that enables multiple users and new staff members to actively participate in the data validation and assembly.

Goal #4: Operate an environment that integrates all the Federal Highway Works Administration (FHWA) HPMS Software validation checks, and data items and formats required now and, in the future, (currently HPMS version 9.0).

The desired objectives, at a minimum, will be:

- Interface to compile, format, and integrate data from several sources and functional areas.

- Format data for the Federal HPMS System Submittal software.

- Run validation and coverage checks based on the current FHWA validation rules.

- Provide HPMS reporting assistance as needed; and

- Assist in facilitating the development of the systems that feed data to the HPMS program to meet federal reporting requirements.

2.26 Neither party will disclose the contents of the Agreement except as required by applicable law or as necessary to carry out the terms of the Agreement or to enforce that party’s rights under this Agreement. The requirements were developed by the SDDOT HPMS Team to document the functions that the HPMS Management Software must perform to meet all the end users’ needs, but not to dictate ‘how’ they must be performed; the requirements are intentionally defined at high levels. SDDOT is interested in all features and functions of a fully functional HPMS Management software, regardless of whether the functions are mentioned in the requirements.

The Offeror will be responsible for performing the tasks outlined / described in this section.
