About this opportunity
The South Dakota Department of Transportation (SDDOT) is seeking a cloud-based Highway Needs and Analysis Report Tool through Request for Proposals #25RFP12707, with proposals due by March 6, 2025 at 5:00 PM CST. The procurement aims to replace the current "Needs Book" system with a comprehensive solution that can connect to DOT's Pavement Management data, GIS layers, and other systems while enabling Excel and text file imports. The required solution must display GIS and tabular information within road segment contexts, generate printable pages with maps and related data, and include a public-facing web component. Key technical requirements include LDAP credential-based access, multi-factor authentication, single sign-on capabilities using OAuth 2.0, and integration with platforms like Microsoft Power BI, ESRI, and Tableau. The system must be fully operational for the SDDOT Pavement Management annual data reporting cycle beginning April 1, 2026, and must provide comprehensive deliverables including implementation, maintenance, technical support, training manuals, and user documentation. Potential vendors must submit written questions via email to SDDOT_HNAR_RFP@state.sd.us by February 6, 2025, with responses distributed to all interested parties, and an anticipated award/contract negotiation date of April 24, 2025.
While no specific set-aside designations were explicitly mentioned, the RFP requires vendors to demonstrate robust cybersecurity capabilities, including cyber liability insurance coverage and comprehensive security protocols. The existing infrastructure involves integration with dTims pavement management data, ESRI geographical information systems, and South Dakota's standard identity management service. The contract will have an initial two-year term with options to renew annually for up to five additional one-year extensions. Vendors must provide detailed pricing across multiple categories, including implementation costs, software licensing, maintenance, training, and potential travel expenses. Although a precise budget range was not specified in the documents, the cost proposal template suggests the state is prepared for a multi-year investment in a sophisticated, technologically advanced reporting system. The successful vendor will need to demonstrate expertise in geospatial data management, cloud-based solutions, and the ability to meet stringent state government technical and security requirements.
Opportunity text
DOT is looking for a cloud-based solution that can emulate our current system as closely as possible. The solution should allow connection to DOT's Pavement Management data, GIS layers, and other systems as needed. In addition, it should allow Excel or text files to be imported. Once the data connections are created, the system should allow us to configure which data elements we want displayed. Because it connects to our existing data, it will automatically display the GIS and tabular information in the context of the road segments created by DOT.
