About this opportunity

The State of Nevada Colorado River Commission is requesting proposals for High Voltage System Engineering Services on an as-needed basis under RFP 69CRC-S3987, with proposals due October 26, 2026 and questions due September 21, 2026. The Commission intends to award multiple contracts and will evaluate on technical merit and cost using specified scoring criteria; a 5% Nevada-based business preference applies, and an inverse preference may apply to vendors from states that restrict Nevada-based vendors.

The Colorado River Commission operates two 230/69-kV substations, three 230/14.4-kV substations, four 69/13.8-kV substations, seven 69/4.16-kV substations, 32 miles of 230-kV transmission lines, 5 miles of 69-kV overhead transmission lines, eleven miles of 69-kV underground transmission lines, and related facilities in Clark County, Nevada. The Commission also administers ten additional substations owned by the Southern Nevada Water Authority and three owned by the Clark County Water Reclamation District. Services include general engineering and drafting (design, specifications, cost estimation, drawing support); substation operations and maintenance (breaker and relay replacements, SCADA upgrades); transmission work (OPGW fiber replacement, re-conductoring, structure analysis); distribution services (right-of-way encroachment analysis, structure relocation); networking and automation (SCADA programming, communication planning, relay coordination); and system studies (fault duty analysis, relay settings). Deliverables include plan drawings, schematics, wiring diagrams, bills of materials, surveying documents, reports, and configuration files as determined during project planning. The contract term is four years with an estimated start date of January 4, 2027.

Proposals are scored on addressing all Scope of Work items (50 points), contractor industry experience on all items (35 points), final product examples (5 points), cost (8 points), and no redlines of the State contract (2 points). Cost is evaluated using the lowest bid divided by each proposer's cost multiplied by the cost weight. Mandatory compliance requirements include Nevada law, indemnification, non-boycott of Israel, data encryption and stateside storage, disclosure of significant contract failures or litigation, and submission through NevadaEPro with separate technical and cost proposals. Vendors must provide a minimum of three business references from similar projects within the last five years, disclose Dun and Bradstreet numbers, and submit two years of profit-and-loss and balance statements. Insurance requirements include Commercial General Liability of $10 million aggregate / $5 million per occurrence; Automobile Liability of $5 million combined single limit; and Workers' Compensation with Employers' Liability of $100,000 per accident and $500,000 policy limit. The State must be named as additional insured. Business references are due October 1, 2026. Contact: David Rodriguez, 702-373-9403 or drodriguez@crc.nv.gov.
