About this opportunity

The Anchor School, a Georgia State Charter Schools Commission public charter school in Decatur, is requesting proposals for construction management services to oversee phased campus renovations totaling not to exceed $500,000, with proposals due November 5, 2026 by 12:00 PM ET and a mandatory site walk on October 15, 2026 at 12:00 PM ET.

The scope comprises three phases of approximately 13,000 square feet of renovation work—Phase Two (three classrooms and administrative office, ~3,000 sq ft), Phase Three (five classrooms, lab and media space, ~3,300 sq ft), and Phase Four (three classrooms, flex space, student dining expansion, ~3,200 sq ft)—with no individual phase exceeding $250,000. The project addresses the school's expansion from grades 6–8 to grades 6–12 over multiple years. The CM will manage all trade contracts, site coordination, safety compliance, permitting, document management via industry-standard software (such as Procore), and project closeout. The selected firm must provide a Guaranteed Maximum Price for construction costs, accept 100% performance and material/labor payment bonds and a bid bond, and agree that all project savings revert to The Anchor School.

Awardee qualifications include a minimum of five years of continuous business operations, demonstrated bonding capacity for 100% of estimated construction value, Georgia business registration with local presence, and successful delivery of at least three similar fast-tracked school renovation or adaptive reuse projects, preferably under CMAR/GMP structures. The CM fee structure requires a breakdown of all construction management fees beyond direct subcontractor costs, with preconstruction (fixed) and construction (percentage) fees to be negotiated post-selection. Retainage is specified as 10% on pay applications, later referenced as 5%.

Written questions are due October 20, 2026. Shortlist notification is targeted for November 12, 2026; interviews are scheduled for November 16, 2026; and notice of intent to award is anticipated for November 20, 2026. Construction activities for the first phase are targeted to begin Summer 2027, with all phases intended for completion by Fall 2030. Selection criteria include proposal quality, charter school and compressed-timeline experience, project team qualifications, charter school references, schedule capability, pricing competitiveness, business qualifications, and commitment to minority and women business enterprise participation.
