About this opportunity
The City of Murfreesboro, Tennessee, is requesting sealed bids for high-density bond pavement application services under ITB-12-2027, with bids due October 27, 2026, at 2:00 p.m. CST and bid opening conducted via Zoom the same day. Bids must be submitted electronically via the OpenGov procurement portal.
For contracts exceeding $100,000, successful bidders must furnish Performance and Payment Bonds equal to 100% of the contract obligation and must be licensed contractors in accordance with Tennessee Code Annotated Title 62, Chapter 6. The contractor must maintain commercial general liability insurance with a combined single limit of $1,000,000 per occurrence and $2,000,000 annual aggregate, workers' compensation meeting Tennessee statutory requirements with employer's liability of $1,000,000 per accident, and commercial auto liability with a $1,000,000 combined single limit — all issued by carriers rated A- VII or better by A.M. Best. The City must be named as an additional insured. Coverage must extend three years after project completion for products and completed operations liability.
The scope includes application of high-density mineral bond pavement with estimated quantities of 20,000 square yards, 1,000 pounds of material, 3,000 pounds of aggregate, 10,000 pounds of emulsion, and one lump sum for additional services. The specification requires two application coats at minimum rates of 0.20 and 0.16 gallons per square yard respectively, with specified non-ionic emulsified asphalt and slate and refined corundum aggregate meeting defined compression strength and hardness standards. Contractors must demonstrate prior experience with at least five similar projects using the same mix design with minimum five-year proven performance and 70% or greater residual coverage, and the project foreman must have completed at least three similar projects. Weather conditions must meet 45 degrees Fahrenheit minimum with rising temperature and no rain. The City reserves the right to conduct independent testing at the contractor's expense if testing fails.
Installation must be completed within eight weeks of the Notice to Proceed. The contract is for an initial one-year term with up to four additional one-year renewals by mutual agreement, not to exceed five years total. All bid prices must remain firm for 365 calendar days following the bid submission deadline and shall include all costs associated with services, labor, parts, accessories, freight, delivery, and installation. Payment is based on unit costs submitted for actual lengths installed and approved by the City. The surface treatment material must carry a five-year warranty from both contractor and manufacturer. Price adjustments up to 5% may be applied for mat appearance defects.
