About this opportunity
The Health and Human Services Commission (HHSC) is requesting proposals for fire alarm system upgrades at the Lubbock State Supported Living Center in Lubbock, Texas under RFP HHS0017654, with proposals due October 6, 2026 at 10:30 a.m. Central Time and a mandatory VetHUB subcontracting plan due October 7, 2026. A VetHUB participation goal of 32.9% applies; all respondents must submit a compliant subcontracting plan demonstrating good-faith effort to include certified Veteran Heroes United in Business subcontractors or face automatic rejection as non-responsive.
The scope entails complete demolition of the existing fire alarm system and installation of a new addressable fire alarm system across seventeen buildings (501–511, 529, 531, 533–534, 537–539) at the 3401 N University Avenue facility, with retention and modification of existing systems in nine additional buildings. The contractor must be a licensed Texas fire alarm system installer with a minimum five years' experience and ten completed installations, supervised by a NICET Level III certified technician or licensed professional fire protection engineer. All equipment must be UL-listed and manufactured by an acceptable firm; Simplex is required for buildings 504 and 513–528 where compatibility with existing systems is mandated. Work must comply with NFPA 72 (2022 edition), NFPA 70, UL standards, Texas State Fire Marshal requirements, and Texas Administrative Code Title 40 Part 1 Chapter 90 Subchapter D. The project schedule is 24 months from Notice to Proceed, with the owner anticipating issuance of the Notice to Proceed within two weeks of contract execution and a targeted Substantial Completion date of 730 days from commencement.
The estimated construction cost is approximately $3.676 million for a fixed-price award. A bid security bond equal to 5% of the largest possible total proposed cost is required, with performance and payment bonds at 100% of contract price due within ten days of award. Prevailing wage rates apply. A three-year warranty covering all parts and labor is required from the date of owner acceptance.
Evaluation is weighted as follows: relevant construction services ability and experience (30%), quality and safety programs (5%), proposed methodology (25%), and pricing (40%). An optional pre-proposal webinar is scheduled for September 9, 2026 at 10:30 a.m. Central Time, and an optional facility site visit at the M Enter Parking Maintenance Building is scheduled for September 11, 2026 at 10:00 a.m. Central Time. Written questions are due September 16, 2026 by 10:30 a.m. Central Time. Anticipated contract start is January 2027 with anticipated notice of award in December 2026. Proposals will be publicly opened October 7, 2026 at 2:00 p.m. Central Time.
