The scope comprises two specific products: Sonoco Thermosafe Mailer multipurpose insulated shippers (Product No. 15714-522) with estimated annual quantity of 30 cases, and Sonoco Thermosafe Polar Pack gel packs (Product No. 14100-478) with estimated annual quantity of 60 cases. The historical monetary value for the same or similar goods was $35,000 for the 12-month period ending August 31, 2026, provided as a guideline only and not as a guarantee of purchase volume. The initial contract term runs September 1, 2026 through August 31, 2027, with up to four renewal options extending through August 31, 2031. Price adjustments during renewal periods may be permitted based on Consumer Price Index formula or federal minimum wage increases. HHSC reserves discretion to make single or multiple awards based on best value, considering bidder ability to meet specifications, delivery performance, and price. Pricing must be submitted as firm, fixed unit rates on a per-case basis in US Dollars. Respondents must complete and submit Exhibit A (HHS Solicitation Affirmations) and the completed Exhibit C Pricing Sheet; failure to submit mandatory documents results in bid disqualification. Responses may be submitted electronically through the HHS Online Bid Room or in-person at HHS Procurement and Contracting Services, 1100 W. 49th Street, Austin, Texas. Vendor performance will be tracked through the Texas Comptroller of Public Accounts Vendor Performance Tracking System throughout the contract term.
