About this opportunity

The City of St. Petersburg is seeking pre-qualification of up to three vendors to furnish and deliver herbicides, pesticides, and related products on an as-needed basis. This Request for Quotations (RFQ) targets vendors who can supply approximately 70 specific products across four categories: fungicides, herbicides, insecticides/pesticides, and miscellaneous related products. Primary user departments include Golf Courses and Parks and Recreation, with products to be delivered to locations such as Mangrove Bay Golf Course and Twin Brooks Golf Course. Vendors must meet minimum qualifications, including at least one year of experience providing these products, ability to obtain required insurance coverage, and submission of a comprehensive Statement of Qualifications. The evaluation criteria will assess firm-specific qualifications (50 points), experience and reference projects (35 points), and SBE/MBE/WBE certifications (5 points each). Key dates include a February 5, 2026 deadline for submitting questions, a February 24, 2026 response deadline, and a non-mandatory shortlisting meeting scheduled for March 4, 2026 at 10:00 a.m.

The City has a specific preference for including at least one City-certified Small Business Enterprise (SBE) among the pre-qualified vendors. Vendors must be registered with the Florida Department of State, comply with E-Verify requirements, and adhere to nondiscrimination laws. Insurance requirements are comprehensive, including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Pollution Liability ($1,000,000 per occurrence). The resulting contract will have an initial three-year term with two optional two-year renewal periods. Vendors must respond to orders within twenty-four hours and maintain a single point of contact Account Manager. While specific contract values are not explicitly stated, the Annual Herbicide, Pesticide, and Related Products Usage document suggests significant annual consumption across city operations, indicating a potentially substantial procurement opportunity. When projects become available, quotes will be solicited from pre-qualified vendors, with contracts awarded to the lowest-priced qualified vendor who is available.
