About this file

This is a Statement of Qualifications Requirements document for the City of St. Petersburg, Florida's Request for Quotations to pre-qualify vendors for furnishing and delivering herbicides, pesticides, fungicides, and related products on an as-needed basis. The City intends to pre-qualify up to three vendors to supply approximately 70 specific products across four categories—fungicides, herbicides, insecticides/pesticides, and miscellaneous related products—for delivery to municipal locations including Mangrove Bay Golf Course and Twin Brooks Golf Course. A non-mandatory shortlisting meeting is scheduled for March 4, 2026 at 10:00 a.m., with a February 5, 2026 deadline for submitting questions and a February 24, 2026 response deadline for answers. The resulting contract will have an initial three-year term with two optional two-year renewal periods. Vendors must respond to orders within twenty-four hours and designate a single point of contact Account Manager.

The Statement of Qualifications must include a signed transmittal letter on company letterhead, three reference projects or continuing services contracts completed within the past three years demonstrating relevant experience with complete contact information, and firm-specific qualifications including a comprehensive list of all products offered, delivery methods, lead times, fulfillment details, and any innovative products. Evaluation criteria allocate 50 points to firm-specific qualifications, 35 points to experience and reference projects, and 5 points each for SBE/MBE/WBE certifications. The City specifically prefers that at least one pre-qualified vendor be a City-certified Small Business Enterprise. Vendors must have at least one year of experience providing these products, be registered with the Florida Department of State, comply with E-Verify requirements, and maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Pollution Liability ($1,000,000 per occurrence). Contracts will be awarded to the lowest-priced qualified vendor available when projects are solicited.
