About this opportunity
The South Carolina Forestry Commission is requesting sealed bids on herbicide application services at Manchester State Forest (453 acres across two line items) and Wee Tee State Forest (89 acres) under an Invitation for Bid, with bids due August 4, 2026 at 2:00 PM and questions due July 24 at 11:00 AM.
The scope encompasses herbicide application on nine recently harvested forest stands totaling 542 acres to support loblolly pine release operations. Item 1 covers 400 acres at Manchester using Imazapyr, Glyphosate, and DLZ surfactant at specified application rates; Item 2 covers 53 acres at Manchester using Imazapyr, Escort, AgriDex, and DLZ surfactant; Item 3 covers 89 acres at Wee Tee using identical specifications to Item 2. All applications must be completed by September 15, 2026. Herbicides may be applied by ground or aerial methods. The contractor must hold a license for ground or aerial application of forestry-related herbicides and comply with Best Management Practices for chemical applications on forested land.
The contractor bears all costs for herbicide procurement, application, spill cleanup and decontamination, container disposal, and environmental regulatory compliance. The contractor must provide a written guarantee that 95 percent of labeled woody species will be controlled by August 30, 2027 (or 12 months following treatment), with re-treatment available at no cost up to 24 months after initial application if performance standards are not met. Contractor liability insurance with minimum limits of $1 million per occurrence for Commercial General Liability and $1 million per accident for Auto Liability is required prior to work commencement.
Bidders must submit unit prices for each line item and hold bids open for a minimum of 90 calendar days from opening. Vendor registration with the State of South Carolina is mandatory. Award will be made to the lowest responsible and responsive bidder, with notification scheduled for August 8, 2026. Site visits are available by appointment with Ben Melton (Manchester) or John Bryan (Wee Tee) at 803-494-8196. Amendment 1, posted July 21, modified chemical requirements and application rates in Section III of the original solicitation.
