Amendment 2 to Herbicide Application Solicitation
This is Amendment 2 to an Invitation for Bid issued by the South Carolina Forestry Commission for herbicide application services at Manchester State Forest and Wee Tee State Forest. The amendment modifies Section III of the original solicitation to specify chemical requirements and application rates for three line items totaling 542 acres of recently harvested forest stands requiring loblolly pine release operations. Item 1 encompasses 400 acres at Manchester using Imazapyr, Glyphosate, and DLZ surfactant; Item 2 covers 53 acres at Manchester; and Item 3 covers 89 acres at Wee Tee, with Items 2 and 3 using identical specifications of Imazapyr, Escort, and AgriDex. Herbicides may be applied by ground or aerial methods, including drones with equivalent application rates. Sealed bids are due on August 4, 2026 at 2:00 PM, and questions from offerors must be received by July 24, 2026 at 11:00 AM. No pre-bid conference or mandatory site visit is required, though site visits are available by appointment. Award notification is scheduled for August 5, 2026, and all herbicide applications must be completed by September 15, 2026.
Bidders must submit unit prices for each line item and acknowledge receipt of this amendment through multiple acceptable methods. All work must be completed by September 15, 2026, with the contractor required to provide a written guarantee that 95 percent of labeled woody species will be controlled by August 30, 2027, including no-cost re-treatment up to 24 months after initial application if performance standards are not met. The contractor must obtain applicable herbicide application licenses, maintain Commercial General Liability insurance with a minimum of $1 million per occurrence and Auto Liability insurance with $1 million per accident prior to work commencement, and bear all costs associated with herbicide procurement, application, cleanup, container disposal, and environmental compliance. Bids must remain open for a minimum of 90 calendar days from the opening date, and all bidders must register as a State of South Carolina vendor. Award will be made to the lowest responsible and responsive bidder.
