About this opportunity

The City of Tucson is conducting a Request for Proposal (RFP) No. 226087 for helicopter parts, components, and overhauls specifically for the Tucson Police Department's Air Support Unit. The procurement seeks to establish a contract for purchasing, repairing, and overhauling parts and components for three Bell Jet Ranger 206B3 Helicopters (model years 1999 and 2005), with a particular focus on Bell Helicopter/Textron Aircraft parts and Rolls-Royce Allison 250-C20J engines. Deliverables include new, overhauled, exchanged, and serviceable parts that will be delivered to the Air Support Unit at 6702 South Plumer Avenue in Tucson, Arizona. Evaluation criteria will include Price Proposal, Method of Approach, and Qualifications and Experience, with the city intending to award to multiple offerors to ensure comprehensive coverage. The pre-proposal conference is scheduled for June 14, 2022, with proposals due on July 7, 2022, at 2:00 PM local Arizona time. Offerors can submit proposals for one, two, or all three groups listed on the Price Page, and must provide detailed pricing based on original equipment manufacturer's list price or cost price with consistent discount or markup.

While no specific set-aside designations are explicitly mentioned, the RFP includes standard HUD-related compliance documents suggesting potential preferences for disadvantaged enterprises and local employment opportunities. The procurement requires vendors to provide comprehensive technical capabilities, including 24/7 Aircraft on Ground (AOG) support, rapid turnaround times, and detailed technical reporting with photographic documentation of component conditions. The contract will have an initial one-year term with options to extend for up to four additional one-year periods. Specific award values are not directly stated, but the complexity of helicopter parts and specialized overhaul services suggests a potentially significant contract value. Vendors must demonstrate extensive technical expertise in aircraft parts, maintenance, and repair, with a focus on maintaining the operational readiness of the Tucson Police Department's critical air support infrastructure. The solicitation emphasizes the importance of high-quality parts, prompt service, and robust warranty coverage for these public safety operational assets.
