About this opportunity

Sacramento County is seeking proposals for Heavy Fleet Tires and Tire Services through RFP #2025-RFP-0001, targeting comprehensive tire management for over 1,000 pieces of heavy equipment across multiple departments including Fleet Services and the Airport System. The procurement covers tire inspections, replacements, inflation checks, wheel assessments, and emergency tire response services for vehicles ranging from heavy-duty trucks to off-road construction equipment. Qualified proposers must provide technicians with at least 6 months of experience, proper licensing, and ability to operate equipment up to 80,000 lbs, with mandatory tire brand restrictions limited to top manufacturers like Bridgestone/Firestone, Michelin, Goodyear, Continental, and Sumitumo. The RFP requires a manufacturer's warranty of at least 5 years on new tires with three recaps and specific service turnaround expectations, including 7-day service for retread tires and 24-hour service for in-stock new tires. Key proposal submission dates include a deadline for questions on April 2, 2025, and proposal submissions due by April 15, 2025, at 3:00 pm. Evaluation criteria will assess proposers on a 100-point scale, with points allocated across tire specifications (30%), pricing (30%), references, and risk assessment.

The contract allows for an initial 12-month term with potential extensions for four additional one-year periods, not exceeding a total of five years. Sacramento County will apply local and micro-business preferences, offering a 5% local vendor preference and a 2% micro-business preference during evaluation. The estimated annual expenditure is approximately $500,000, though this does not constitute a minimum purchase commitment. Work will be performed across multiple sites including Bradshaw Main Shop, North Transfer Station, Sacramento International Airport, Executive Airport, and Mather Airport, with service hours ranging from 6:00 am to 11:00 pm Monday through Friday. The contractor must provide comprehensive insurance coverage, including general liability, automobile liability, workers' compensation, and professional liability with specific minimum coverage limits. Environmental purchasing considerations are also integrated into the procurement process, and the county requires detailed pricing tables for various service types including inspection services, repair rates, and tire and retread pricing across different vehicle and equipment categories.
