About this opportunity

The State of Minnesota Administration, Office of State Procurement, is requesting proposals for autobody and mechanical repair services for heavy equipment and commercial trucks owned by State Agencies and Cooperative Purchasing Venture (CPV) members, with responses due June 30, 2026 at 4:00 p.m. Central Time through the SWIFT Supplier Portal. Businesses certified as targeted group, economically disadvantaged, veteran-owned, or eligible DEED/DHS providers receive preference points equal to 12 percent and 6 percent of total available points, respectively. Small businesses meeting Minnesota certification criteria may be eligible for additional consideration; prospective responders should contact the Office of Equity in Procurement at Procurement.Equity@state.mn.us or 651-201-2402.

The scope encompasses seven service categories: heavy equipment repairs, medium and heavy-duty truck repairs, collision repair and refinish, transit bus repairs, school bus repairs, aerial cranes and lifts repairs, and military tactical wheeled vehicle repairs. Responders must submit hourly labor rates for mechanical, diagnostic, electrical, hydraulic, welding and fabrication, upfitting and installation, inspection, and sheet metal work; cost-plus percentage markups for OEM parts, used parts, body panels, trim, steel variants, aluminum, and coated steel; and transportation and towing charges. Contractors must hold ASE or OEM certifications relevant to service categories, maintain continuous business operation for a minimum of three years as the same entity, and provide Workforce Certification and Equal Pay Certificate compliance unless exempt by employee count. Insurance requirements include commercial general liability of $2,000,000 per occurrence, workers' compensation, automobile liability, and garagekeepers coverage. Contractors must quote within three business days and provide on-site collision repair estimates within three business days of inspection.

The contract term runs August 1, 2026, through July 31, 2028, with provisions for extension up to an additional 36 months in State-determined increments. The contract is non-exclusive with no guaranteed minimum or maximum usage. Estimated annual value ranges from $100,000 to $500,000. The State will pay within 30 days of receipt of undisputed invoices. Evaluation occurs in three phases: Phase 1 assesses responsiveness and pass/fail requirements; Phase 2 scores acceptance of State terms (100 points), qualifications and experience (300 points), Priority Service Program participation (200 points), and cost detail (400 points) for a total of 1,000 points plus applicable preference points; Phase 3 selects finalist(s) based on best value. A pre-proposal meeting is scheduled for May 21, 2026 at 2:00 p.m. Central Time at Minnesota Department of Administration, 50 Sherburne Avenue, Saint Paul, with virtual attendance available. Questions are due June 11, 2026.
